본 연구는 최근까지 규제기관간의 “양육권 주장” 논리에 봉착되어 서비스의 실현이 늦어지고 있는 방송·통신 융합 서비스에 대한 규제 정책 논의 전개 과정 - 규제기관간의 갈등과 수습, 관련 토론 - 과 이에 따른 사업자의 전략적 대응 사례에 대한 소개와 시사점을 다루고 있다. 연구자는 방통융합과 관련된 선행 연구를 종합적으로 분석하고, 논의 전개과정을 4단계로 구분하였다. 특히 BcN과 IPTV를 다루는 4단계에서 IPTV를 진행하는 사업자의 대응전략과 정책논의 과정을 함께 분석하면서 제 4기를 다섯 단계의 작은 갈등과 수습기로 세분하였다. 특히 IPTV에 대한 논의 시작점에 대한 여러 견해가 있는 반면, 연구자는 IPTV에 대한 본격적인 논의의 시점을 정통부 BcN시범사업의 진행과 주요 사업자의 역할과 전략적 대응을 중심으로 보고 있다. 제 1기에서 제 4기에 이르기까지 논의의 과정을 분석한 결과, 특히 IPTV가 기존 방송사업자의 영역에 심각하게 영향을 미친다는 인식하에, 정책적 의사결정에 대한 갈등을 야기하였으며, 각 시기별 정부와 사업자들의 역할에 대해 분석하고 있다. 또한, 연구자는 그동안 개념정의로 인해 논란이 되었던 점을 감안하여 IPTV가 최초로 국내에 상용화된 사례를 IPTV의 1세대 모델로 규정하고, VOD 중심의 ICOD 서비스를 1.5세대, 완전한 방통융합서비스를 2세대 IPTV로 구분, 정의하였다. IPTV의 기술 진화에 따른 세대 구분을 통해 기업의 전략적 대응을 분석할 수 있으며, 이때 기술의 실현과 대응을 통해 IPTV 공동 시범사업 등의 합의 도출이 전개되는데 긍정적인 영향을 주었다고 보는 견해이다.
This paper deals with the regulatory policy on convergence of broadcasting and telecommunication and the corporate strategy to cope with the progress of the government regulation concerning IPTV. This paper critically review the existing literature concerned with the convergence of broadcasting and telecommunication. This paper divides the recent history of the government policy on the convergence into four periods. The review of the periods reveals that IPTV has reshaped the traditionally independent areas of broadcasting and telecommunication. Such blurring of boundaries has resulted in ever intensified debates on the regulatory bodies, namely between Ministry of Telecommunication and Ministry of Culture and Tourism (Broadcasting Committeee). This paper demonstrates how the regulatory bodies and corporations have coped with the technology development in and around IPTV in each of four periods. To conclude, IPTV will evolve to reflect the progress of technology in telecommunication and broadcasting and will be forecasted to reach the phase to be converged with the traditional broadcasting.
