본 연구는 두 가지 목적을 갖고 수행된다. 첫 번째로 IPTV VOD(TV 다시보기)를 통한 방송시청을 통합시청률에 포함하는 것이 적절한지를 검토하며, 두 번째로 본방송 후 1주일간의 VOD 시청시간만을 통합시청률 산정에 고려하는 것이 타당한지를 고찰한다. 이를 위해 본 연구는 2013년 10월 23일부터 11월 3일 2주간에 걸쳐 방영된 113개 방송프로그램에 대해 KT Olleh TV의 TV 다시보기에서 수집한 다운로드 실적자료를 사용한다. 본 연구의 결과에 따르면, 방송프로그램의 본방송 시청률과 VOD 시청행태 간에는 상당한 괴리가 관찰된다. 이점에서 방송통신위원회의 현행 추진계획대로 VOD 시청실적을 통합시청률에 포함하는 것이 타당하다고 판단된다. 반면에 본 연구는 방송통신위원회의 현행 추진계획에서처럼 1주차 VOD 시청시간만을 통합시청률에 합산할 경우에 실제 시청자의 VOD 이용행태를 정확히 측정하지 못할 우려가 있다는 점을 확인하고 있다.
Recently, the Korean Communications Commission (KCC) announced a plan to introduce a total screening rate (TSR) of TV programs. According to the plan, the TSR includes the use of IPTV VOD (video on demand) services for the first week after a TV program’s original airing. The study attempts to assess the validity of the KCC’s plan. The study is based on the use of VOD download data for 113 TV programs aired in the period between Oct. 23, 2013 and Nov. 3, 2013, collected from VOD services of KT Olleh TV. Results indicate that viewing patterns and ratings of TV programs on VOD are substantially different from those in real-time and original airings, which implies that VOD viewing duration should be considered in the calculation of TSR. On the other hand, the study asserts that the first week is not long enough to understand viewers’ overall patterns of viewing TV programs by VOD and, hence, the survey period should be extended to exceed a holdback period.
