The purpose of this research is knowing a social role and function of a shaman and fortune-teller. A shaman has played a various social role from Goryeo Dynasty. A fortune-teller appeared in the late of Unified Silla's document. A shaman participated in the Gi-Woo-Jae(祈雨祭) of Dynasty. They held an ancestral rites using dragons made by mud, therefore their opinions was reflected in Dynasty's decision. They also cured a disease. They thought the ghost was the cause of the disease. These shamans' social roles recorded the most in In Jong(仁宗)-eraFortune-teller had a similar role of shaman. They predicted the fate of the nation and a person. They created a conflict with Buddhist monks. An influence on society of shamans and fortune-tellers has increased related to the Dynasty's power thus the movement against them started. The fortune-teller used 'curse' when they got involved in politics. The act of 'curse' is the illegal act. Hung, BokWon(洪福源)'s Curse in 1258 showed one of the case of an illegal act. Sometimes curse got involved in treason case in the late of Goryeo Dynasty. Confucian scholars criticized shamans. Lee, KyuBo(李奎報) thought that a shaman extorted money from the people. His thinking was spreaded, so Goryeo Dynasty thought that shamans disturbed the national state of mind. Finally, Goryeo Dynasty made Gua-Jun-Bub(科田法), so the Dynasty didn't give the land to the shamans. The Shamans social position was became lower because of the law but the shamans still existed.
