현상건은 대한제국기에 활동했던 프랑스어 번역관이다. 그는 전통적인 역관 집안에서 태어나 근대 번역관으로의 변신에 성공한 인물로, 실무 관료로 종사하면서 고종의 측근이 되었다. 고종이 황제권 강화와 중립화정책을 추진하는 과정에서 그는 자신의 언어 능력을 최대한 활용하여 그 기반 마련에 기여하였다. 러·일전쟁기에는 고종의 뜻에 따라 중립화를 추진하면서 정국을 타개하는 데 일정한 역할을 하였다. 이러한 그의 생애와 관직활동은 대한제국기 한 실무관료의 역정과 고종 측근세력의 특성을 잘 드러내고 있다. 대한제국기 그는 매우 다양한 활동을 보이는데, 크게 고종의 황제권 강화, 황실 재정 충실화, 중립화 노선 실천으로 구분된다. 먼저 그는 법규교정소나 궁내부, 원수부 등 주요 권력기관에 진출하여 황제권 강화를 위한 법률적 기반을 만들고, 고종의 외교권 및 군사력 장악을 위한 실무 작업에 종사하였다. 또한 광업 및 근대 식산흥업 기구의 관직, 회사 경영을 통해 국부의 유출을 막으면서 고종의 재정기반을 확보하는데 노력을 기울였다. 그리고 그는 고종의 대표적 대외정책이었던 중립화 노선을 일관되게 추진하였다. 서구 열강 중 프랑스의 협조와 지원을 얻어 대한제국의 영토를 보존하는 데에 기여하였으며, 러·일전쟁 직전에는 임시적이나마 전란의 피해를 방지하기 위해 전시국외중립을 선언하였다. 러·일 침략이 더욱 가시화되었을 때에도, 중립노선을 끝까지 견지하였다. 이로써 그는 러·일전쟁에서 일본이 승리함과 동시에 상해 망명의 길을 택할 수밖에 없었다. 그의 활동은 전적으로 고종과 황실의 정치적, 경제적 기반 마련을 위한 것이었다. 그리고 자신을 발탁해준 고종의 총애에 대해 충심으로 보답하는 勤王主義的특성을 지니고 있어서, 당시 실무관료로 구성된 고종 측근세력의 특징을 그대로 나타낸다. 이는 대한제국 중립화 활동이 좌절되고 일본에 의한 식민지화가 가시화되면서 망명해간 상황에서도 그대로 이어졌다. 그는 상해에서도 고종의 비선조직으로 계속 활동하면서, 러시아정보국과의 연계를 통한 구국활동에 참여하였고, 고종의 비자금 문제에도 관여하였다. 하지만 고종의 하야와 강제병합을 겪은 뒤, 그에게서는 친일적인 행보변화가 감지되었다. 고종에 의해 발탁되고, 고종의 뜻을 충성스럽게 실현하는데 수고를 아끼지 않았던 만큼, 절대적인 충성의 대상이 사라진 이후의 변화는 예측 가능한 것이었다. 나아가 이는 국가보다는 고종에 대한 충성을 보였던 실무적인 측근세력의 특성이자 한계를 보여주는 것이었다.

Hyeon sanggeon was a French Interpreter who had worked in the Great Han Empire. He was born at the family of traditional interpreters and was succeeded in becoming a modern interpreters, became a closely server to the Gojong who was a king of the Joseon Kingdom, and he had worked as a government official. He contributed to prepare the Gojong's authority with his language ability while the Gojong pushed ahead with reinforcing the power of emperor and the policy of neutralization-policy. In the Russo -Japanese War, he played a role to achieve a breakthrough in the political situation with carrying forward the neutralization-policy, according to the Gojong's will. We could see he had worked as a government official and characteristics of a close associate of Gojong in the Great Han Empire through his life and official works. I could summarize that his various works had been put into the practice of reinforcement of Emperor, into strengthening Emperor's finance, and neutralization policy. First of all, he had built up the legal foundation to reinforce the authority of Emperor with going into the office of Law Corrections, the Department of Royal Household, and the Supreme Military Council. He had devoted to do administrative work to seize diplomatic rights and the military power of Gojong. And he had concentrated his effort to secure the capital base of Gojong with blocking to drain the national wealth through public office of modern mining industry and the promotion of industry. It could be explained with the same context that he had participated in management of firms as a bureaucrat, and he followed the neutralization-policy consistently, which was Gojong's a diplomatic policy. He tried to contribute to preserve the territory of Great Han Empire, announced the declaration of wartime neutrality to avoid the damage by war temporarily before the Russo-Japanese War. When the invasion of Russo-Japanese was begun also, he had maintained the neutral-line to the end. Hereby, he could not help exiling to Sanghai, at the same time that Japan won at the Russo-Japanese War. His works were almost to prepare the political and economic base for Gojong and the Emperor completely. And those chracteristics were loyal to the King in order that he was selected by Gojong and he returned to King’s favor, showed that he had been one of closely associates to Gojong who were composed of working bureaucrats. It had not been stopped also at the situation of asylum, when the neutralization of Great Han Empire was failed and Great Han Empire was colonialized by Japan. He continued to work as a member of Gojong’s private group, participated in a save-the-nation drive as well as to connect with Russian Information Bureau in Sanghai, and was involved in the secrete fund of Gojong. But after he underwent the resignation of Gojong and the colonization of korea by Japan, it was felt that his attitude was changed into pro-japanese. His attitude to be changed after the absolute object to be loyal to was disappeared was to be able to be predicted. it seemed to be charateristics and the limit of closely associates to work as bureaucrat who was loyal to Gojong better than Nation.
