In 2009, a land banking system is introduced in Korea, pursuing efficient implementation of public policies. Up to now, the Korean government has spent too much expense for expropriation of development sites. The growth rate of expropriation costs come up to 52.47% in the whole country, and up to 124.35% in the Seoul metropolitan areas, during 2005-2007 period. It is caused mainly by the shortage of public land in Korea. For example, the stock is less than 30% of the whole country, and at most 0.1% in urban use lots including sites for housing, commercial, and industry. For this reason, establishment of the land banking system is a very urgent matter in Korea. The main purpose of this research is to explore various factors which consist of the public land banking system, to provide useful alternatives for actual implementation of the system. A Focus Group Interview is used to derive various objective and professional ideas from professors, public officers, and other researchers, who are concerned with land banking systems. Diverse useful results are obtained through the research process.
