경수로사업과 금강산 관광사업은 산업단지 조성사업과 달리 경제적 측면보다는 남북한 긴장완화와 화해협력, 민족동질성 회복, 나아가 동북아와 세계 평화안정 등 경제외적 측면에 초점이 맞추어진 사업이었다. 그러나 역설적으로 이들 사업들이 중도 종료와 중단의 장기화됨으로 인해 상호불신 증폭과 한반도 긴장 고조의 후유증만 남은 현실에서 사업의 안정성과 지속성, 효율성 제고 방안의 모색이 절실히 요구된다. 본 연구는 국가간 협력의 주된 실현방법인 협상이론이라는 객관적인 이론을 활용하여 이들 사업들의 사업단계별 과정을 분석하고 평가함으로써 사업추진에 일관성을 확보하고자 하였다. 특히 안정성과 지속성, 관계개선 등 효율성에서 더욱 효과적인 상생의 협상이론으로 알려진 원칙협상 이론을 분석의 틀로 활용함으로써 사업 효율성을 제고하고자 하였다. 사업평가 분석결과 금강산 관광사업은 입지규모와 개발방식 측면에서 미흡하였으며 관리방식과 투자환경 측면에서는 두 사업 모두가 미흡한 것으로 나타났다. 이는 전문적 기준 및 국내외 선례근거, 호소력 있는 대안제시, 사업 실현가능성, 의사결정 동참 유도와 제3자 의사결정 틀 활용, 객관적인 원칙과 공정한절차 이행, 다양한 옵션의 창출, 징벌적 조치나 경직된 단일안 제시보다 미래지향적 전환, 협박보다는 공유와 양립이 가능한 이해관계 창출 측면 등에서 미흡하여 이를 고려할 필요가 있는 것으로 파악되었다.
The Light Water Reactor Project and Geumgangsan Tourism Business were projects focused more on non-economic factors; to relieve tension, promote reconciliation and cooperation, recover homogeneity between the South-North and maintain peace and stability in south east Asia region and worldwide. Despite its original purpose, it has led to intensified conflict and tension between the South-North due to the discontinuance of business and long-term delays. This study applies the negotiation theory, an objective theory used as a main negotiation tool between countries, to analyze and evaluate the project procedures for each of the project and secure consistency of the project process. In specific, it uses the principled negotiation theory, known as the win-win negotiation theory that is more effective in the efficiency such as stability, sustainability and improvement of relation, as the analyzing tool to enhance project efficiency. The result of the analysis showed that the Geumgangsan Tourism Business lacked aspects for location, scale and development method and both projects require more in aspects of management method and investment environment. It implies that it needs to consider the following factors; specialized standard and precedent cases, appealing suggestion of an alternative, project feasibility, participative guidance to decision making and application of a third party decision making tool, objective principles and fair procedures, creation of various options, future oriented shift rather than punitive measure or rigid proposition, creation of relationship based on sharing and coexistence.
