On November 2012, Palestine Authority(PA) was recognized as ‘non-member observer state’ in UN General Assembly. The voting was 138 in favour, 9against, 41 abstentions. PLO has been accepted position as a non-member observer entity on 22, November 1974. PLO or PA was non-member observer entity in UN for a long time. Although PA was not recognized as perfect sovereign state, there is an implication in being accepted as ‘non-member observer state’ in UN General Assembly. If PA wanted to become a recognized sovereign-state under UN system, U.S.A, a permanent member of the UN Security Council that has veto power, has to recognized it as a member state in UN Security Council. Why Did U.S.A refuse the recognition of PA as UN member state? This study aims to analyze Obama government’s foreign policy to Israel-Palestine problems. I has reviewed the Israel-Palestine Peace process before analyzing Obama government’s foreign policy to Israel-Palestine problems and peace proposals,and then analysed Obama government’s Israel-Palestien policy, especially Obama’s address, ‘New Middle Eastern Policy’ on 19, May 2011. According to this analysis, Obama government has sought, and will pursue its national interest in guarantee of ‘Israel security’ including Israel’s border problem. But I think that there are some possibility of policy change because of pressure of international organization in the near future.
