이 연구에서는 초등 국어과 교육에서 읽기와 쓰기의 통합 지도를 활성화하기 위해, 초등 국어 교과서에서 읽기와 쓰기의 통합 단원을 개발하는 방향을 살펴보았다. 통합의 층위에 대한 논의를 토대로 통합 단원의 개념, 근거, 실태, 학습 목표 결정, 단원 구성 요소 등을 탐색하였다. 통합 단원은 읽기와 쓰기의 학습 목표가 각각 제시되고 학습 과제나 학습 활동에서 유기적으로 추구되는 단원을 말한다. 통합 단원과 통합 활동은 다르다. 7차 초등 국어 교과서에서 읽기와 쓰기의 통합 활동은 더러 나타나고 있었으나 통합 단원은 없었다. 이에 비해 중학교 교과서는 통합 단원의 모습이 더러 나타나고 있었으며, 고등학교 교과서는 통합 단원을 지향하여 개발되고 있었다. 통합 단원은 총체적 언어 교육 이론과 국어과 교육과정에 근거를 찾을 수 있었다. 국어과 교육과정 내용 영역에서 읽기와 쓰기가 분리되어 있고, 초등 국어 교과서가 분권으로 개발되는 현실에서 읽기와 쓰기의 통합 지도를 효율적으로 실현하기 위해서는 초등 국어 교과서의 일부 단원이라도 통합 단원으로 개발할 필요가 있다. 통합 단원의 학습 목표는 교육과정의 내용 체계에 나타난 ‘실제, 기능, 지식, 맥락’ 등과 같은 범주를 중심으로 선정할 수 있으나 ‘실제’와 ‘기능’을 중심으로 선정하는 것이 적절하고 현실성이 있다.

This paper investigated the development of elementary Korean textbook unit which was integrated reading and writing. Although there are many articles which argue the integrated instruction with reading and writing, it does not be performed well in Korean subject classroom. To improve the integrated instruction, it is necessary to develop the integrated unit of textbook.
