This paper discussed the promoting body and organization foundation of SaemaulUndong in Pungdeok Village and their limitation. In 1973, Pungdeok Villagein Chungcheongbuk-do became a self-sufficient village, and Lee sae-young waschosen as their outstanding Saemaul Leader. What need to be concerned is that,the structure of the village played an important role together with the supportof the government. After liberation, an enlightenment organization was founded by young peopleof Pungdeok Village. They carried out a series of activities to promote their village. Finally, their organization became the main force of the municipality. Apart fromthese young leaders, the villagers in Pungdeok also promoted their village, theyall took an active part in the Saemaul Undong. Jinandaegun clan of the Jeonju Lee family have been living in Pungdeok Villagefor generations and the Pangpongrim gye still exists until now. During the initialstage of the foundation, the purpose was protecting villagers and ensuring theirassets could appreciate. In addition, this organization made them working togetherto develop their village. The Pungdeok’s villagers worked for their hamlet spontaneously before SaemaulUndong. The government have generally given high marks on the developmentand potential of Pungdeok Village. With the supports of the government, PungdeokVillage became a self-sufficient village in 1973. In 1972, Lee sae-young was appointed as the secretary of the communitydevelopment contract commanding the comprehensive plan of the Saemaul Undong. He became the key to the conflict resolution and mediation, the villagers gotso much motivation from his guidance. The government attempted to let these leaders be the main force of Saemaul Undong. Before Pungdeok Village became a self-sufficient village in 1973, the socialeconomicburden increased since the huge amount of work of this project andfarm work was almost delayed. Some villager hold different views when Leesae-young was awarded by the government. Therefor the good relationship betweenvillagers was affected. Villagers express themselves in their own ways by affectingleaders of village like Lee sae-young i.e. sometimes utilizing the influence andleadership of Lee sae-young and sometimes push him out. Although PungdeokVillage is a self-sufficient village, only environment improvement was attemptedbut increasing the income of villager was not achieved.
