발음 교육은 사회적 규범에 분명하게 맞고 효과적인 언어 생활이 가능하도록 발음하게 하는 데에 목표가 있다. 이를 위하여 표준 발음이 제정되어 있는바, 공식적인 발화 상황이나 원활한 의사소통을 위하여 필요한 경우를 위하여 표준 발음의 구사 능력을 지녀야 한다. 발음 교육을 위하여는 우선 교육 대상자의 발음 실태를 조사하여야 하고 큰 틀에서의 교육 방법과 구체적인 지도 방법에 대한 연구가 이루어져야 한다. 발음 실태 조사는 궁극적으로 교육을 위한 것이라는 점에서 일반적인 지역방언 조사와는 달리 진행되어야 한다. 발음 교육의 내용은 크게 음운의 정확한 발음과 단어의 표준 발음으로 나눌 수 있다. 본고에서 다루는 제7차 교육 과정에 따른 초등학교 교과서에는 비표준적 발음의 여지가 없는 내용이 포함되어 있기도 하고, 정작 필요한 내용이 누락되어 있기도 하다.
