This paper is to investigate how the processes of disallowance of reentry into Japan, the accommodation in and legislation Immigration(Detention) Center, the legislation of deportation have proceeded by period. Ethnic Koreans living in Japan have been not allowed to reenter into Japan by the Korean Government, HGQ/SCAP and the Japanese Government. In addition, ethnic Koreans living in Japan trying to reenter into Japan have encountered the entry limit on the grounds of “stowaways” or “illegal immigrants” since the enactment of the registration statute of foreigners in May 1947. Then, ethnic Koreans living in Japan acquiring Korean citizenship have been allowed to reenter Japan since the enactment of Immigration Management Decree in October 1950. The other non-nationals or people with Chosen Nationality of ethnic Koreans living in Japan could not still enter South Korea and North Korea by GHQ and the Japanese Government. In addition, they were not allowed to reenter Japan, or they were detained as “stowaways” indefinitely in Omura Immigration(Detention) Center, a non-judicial detention facility, and were forcibly deported. Omura Immigration(Detention) Center had been not officially recognized as legal by the law passed at the Japanese Diet before 1950. GHQ ,nevertheless, performed the illegal detainment and the oppressive deportation of ethnic Koreans living in Japan. In particular, the rules for the detainee and the facilities were “harsh and unsanitary”. The Japanese Government has continued to perform the deportation unconditionally singling ethnic Koreans living in Japan as “illegal immigrants” depending on the registration of foreigners or possession of registration certificate without considering the uniqueness of ethnic Koreans living in Japan since legislation of Immigration(Detention) Center. Ethnic Koreans living in Japan detained in this compound got involved in a vicious circle that they staged protests of the immediate abolition of registration statute of foreigners, all release of detainees, and abolition of the Immigration Center which led to the assault of the security officers. As such, GHQ and the Japanese government had legalized the deportation of persons who sought to reenter Japan using a smuggler, persons with compulsory deportation order in violation of registration statute of foreigners, ‘rebellious’ persons in the sharp conflict of the ideology of anti-communist as well as non-nationals and people with Chosen Nationality of ethnic Koreans living in Japan.
