The concept of hybrid war has assumed a central place in the modern western understanding of the contemporary and future security environment. Despite this, the precise meaning of the term and its implications remain open to interpretation. This paper argues that the concept of hybrid warfare is simply a new way of describing an old characteristic: the tendency for opposing forces to seek and exploit asymmetry. It examines the concept of hybridity through the lens of the strategic level of command and suggests that the principal value of the idea is as a general conceptualisation of the contemporary security challenge, rather than as an attempt to predict the specific character of the next war. It cautions against over-specialization of armed forces to counter the hybrid threat, and advocates conservation of balanced tactical forces, improved operational agility, and sound strategic decision making as the optimal responses.
