미래의 한반도에 있어서 발생할 수 있는 가장 큰 전쟁위협요소는 WMD가 될 것이 다. 이유는 북한이 비대칭 전략무기로서 대량살상을 가져오는 WMD의 모든 수단을 가진 세계에서 몇 안 되는 국가들 중에 하나이기 때문이다. 전쟁을 방지하고 WMD 사용을 억지(Deterrence)하는 것은 WMD 대응능력을 확보하는 것이며, 그 중에 하나가 ‘WMD 제거작전’ 개념이다. 현재의 대규모 WMD 능력을 보유한 북한에 대비하여 한국의 WMD 제거능력은 미군의 전시 작전통제권의 한국군에 이양으로 모든 분야에서 취약성을 더 갖게 되었다. 이유는 이제 WMD 제거에 대한 능력 확보책임이 한국에게 있기 때문이다. 북한의 현존 대규모 WMD 능력은 국방부만의 능력과 준비만으로는 제거가 불가능하며, 정부, 민간기관, 학계, 기업 등 국가의 모든 핵심능력이 집약될 때 가능하다. 따라서 한국이 WMD 제거능력을 조기에 확보하기 위해서는 한국이 가지고 있는 관련된 모든 분야의 인프라를 조사 발굴하여 ‘민관군 합동 WMD 제거작전체제’를 구축해야 한다. 또한 한국에서의 WMD 제거능력의 구축은 범정부적인 국가차원에서 접근해야만 조기구축이 가능하며, 유일하게 초기단계의 능력을 가지고 있는 국방부는 ‘민관군 합동 WMD제거작전체제’ 구축의 선도기관(Lead Agency)으로 역할을 담당하는 등 종합적인 한국의 WMD 대응전략의 수립이 요구된다.
It would be WMD weapons that can be the biggest threat of war in the future of the peninsula. The threat is greatly caused by the fact that North Korea is one of few countries which have all the means of obtaining WMD weapons for mass destruction as an asymmetric strategy. To avoid war and to deter WMD use, acquiring WMD response capability is crucial. One way of obtaining this capability is the concept, “WMD elimination operations.” Recently, North Korea has gotten a large-scaled WMD capability. On the other hand, WMD elimination capability of Republic of Korea has weakened since the wartime operational control of ROK had transferred from U.S. to ROK. With the transfer, the responsibility for securing WMD elimination ability has also turned over to ROK. To against North Korea's existing large-scaled WMD capability, the skills and preparation Department of the Defense alone are not enough. In order to ensure WMD elimination capability of ROK effectively, South Korea must build public-private joint military operation system for WMD elimination. In addition, building WMD elimination capability in ROK needs a country-wide access. For only the Department of Defense has the capability for initial step in WMD elimination system, it should suggest more comprehensive WMD response strategies and build 'a public-private joint WMD elimination operation system' as a lead agency.
