이 글은 통일외교에 있어서 대러시아 설득방안의 기본적 전제들에 관해 모색한 글이다. 필자가 주장하는 바는 다음과 같다. 첫째, 한국정부와 한국국민은 남북한이 동일한 민족공동체임을 확신하며, 궁극적으로는 통일을 추구하고 있다. 이러한 사실에 대해서 주변국가 및 국제사회의 이해와 협조를 얻어내려는 제반 외교적인 행위를 통일외교라고 할 수 있다. 둘째, 통일은 하나의 국가를 형성하는 것을 의미하기도 하지만, 민관을 초월하여 각종 분야, 수준에서 자유로운 교류와 협력이 제도적으로 그리고 일상적으로 보장되는 상태까지도 포함되는 것을 전제로 한다. 이러한 상태가 가능하기 위해서는, 북한의 경우, 현재보다 시장경제로의 더 넓은 개방과 민주주의 체제로의 더 많은 개혁을 필연적으로 요구한다. 바꿔 말하면, 일정한 정도와 수준의, 개혁과 개방을 통해서만 달성될 수 있다는 뜻을 내포한다. 셋째, 현재 러시아의 실정을 감안할 때 우리의 통일외교의 노력은, 통일과정 및 통일이 러시아와의 공통된 이익임을 확인하고 협조를 구하는데 집중되어야 한다. 넷째, 기본적인 설득논리는 한반도 통일이 일관된 우리의 강력한 의지임을 납득시키고, 동북아 안정구도의 지속적인 조성과 관리를 위한 안정화 전략임에 동의를 얻는데 주안점을 두어야 한다. 다섯째, 양국관계의 지속가능한 선린우호관계의 구축 및 발전이 통일외교의 근본임을 확인한다. 이를 위해서는 푸틴대통령을 상대로 개인적 유대 강화의 노력이 대단히 중요하다. 마지막으로 양국 관계에 있어서 공동의 이익을 가져다 준 사례에 대해 좀 더 연구하여 이를 활용하려는 노력을 경주한다.
Main theme of this article is how to persuade Russian government for the reunification of Korean peninsula. First, South Korean government and people recognize South and North Koreas are a single national entity, and pursue reunification in the end. All diplomatic activities to gain understanding and cooperation of surrounding countries and the international community on this fact can be called reunification diplomacy. Second, reunification means creating a single country; at the same time,it means to include institutional and actual guarantee of free cooperation and exchange in every sector, in both public and private areas. To enable such condition, North Korea is required to do more reform toward expanded opening and democratic system. In other words, it means a certain level of reform and opening is necessary. Third, given the current situation in Russia, our efforts for the reunification diplomacy must focus on common interest of reunification process and reunification with Russia and to obtain its cooperation. Fourth, basic principles of persuasion must be; making them understand that reunification is our strong wish, and persuading Russia that it is a stabilization strategy for creation and management of continual stability in Northeast Asia. Fifthly, sustainable friendship and development of Korea-Russian relationship is a foundation of reunification diplomacy. In order to do so, strengthening personal relationship with President Putin is very important. Lastly, it needs to study cases of common interest in the mutual relationship and try to utilize it.
