The study finds that the leadership system is very well institutionalized. In the aspect of complexity, the institutionalization level of CCP's leadership is summarized as followings: first, since the openness of China, the collective leadership and the principle of the spilt work for individual have been gradually developed. It means that the institutionalization of the leadership system has been established. Next, in the aspect of adaptability, the political leadership system of the China's elite also is developing. The role of CCP Politburo and CCP Politburo Standing Committee is expanding in policy making, whereas the influence of senior's has declined. The study, however, suggests that there are still some problems in the full establishment of the system. The main problem is caused by the senior leaders who established the China's elite system and are in the process of retiring. Therefore, it is urgent to develop the basis for the complete retirement of those leaders.
