The study focused on analyzing Chinese Overseas Educated Talents' promotion system, attraction policy and accomplishments after the reform. The summary of the results of the study follow. The chapter two took consideration of Chinese Overseas promotion system after the reform. China organized administrative systems for Overseas Education Talents' promotion in accordance with the directions of Deng Xiaoping in June, 1978. The chapter three looked into reality of the number of students studying abroad and the change in countries known for oversea education and majors. The first accomplishment is an sudden increase in the number of overseas students and that of homecomers. The second feature is that countries for oversea education and majors diversified. As China's countries for oversea education are extending from the Eastern Europe bloc of soviet centered to the west of English and American and to various countries after the reform, majors are also varied in support of market economic system's development. The chapter four studied the increasing trend of homecomers' rate and contribution as a result of China's oversea educated talents promotion policy. It is estimated that the number of homecomers for previous five years from the year of 1997 is larger than that of homecomers for previous 25 years. To compare the year 2007 with 2003, the number of Chinese homecomers increased several times and the rate suddenly rose by more than 20% annually for the three consecutive years between 2004 and 2006. Furthermore, the increase in the number of homecomers grafts acquisited scientific technology and literature onto China and that contribution enlarges everyday. Chinese homecome overseas educated talents not only bring advanced scientific technologies which they learned from overseas into the country, but also decreases the gap between advanced countries and China through advanced countries' administrative experiences and literature bond.
