This paper aimed at finding ways of ensuring the validity of evaluation criteria for KFL/KSL teaching materials based on the examination of fundamental theory of evaluation, criteria and standards. For this, the validity and logical consistency of concepts and principles related to evaluation criteria were investigated. Then, the aspects of evaluation items presented in the study of KFL/KSL material evaluation were analyzed. As a result, several problems were found such as the lack of evaluation factors and the illegibility of them. In addition, some cases of improperly constructed or inappropriately doubled evaluation factors were revealed. On the basis of this examination, theoretical grounds and requirements for evaluation items were presented in terms of 4 dimensions. This paper argued what the key factors of material evaluation were and from where and how reliability and validity could be secured. And essential requisites for evaluation items were explained in the aspects of evaluation targets, contents, principles and variables. This proposal can be utilized as reference frames for developing evaluation items and standards. Also, they make theoretical arguments become active and profound. However, more systematic and in-depth research has to be followed in order to develop evaluation standards as a function of measurement in a real situation for evaluating teaching materials.
