미국 경찰에서 전통적인 위기협상기법으로 논의되는 사건 유형화 모형, 도구 모형 및 표현 모형 등은 우리나라 경찰실무에서는 아직까지 도입되거나 우리나라 실정에 맞게 활용되지도 못한 실정이다. 어떻게 보면 위기협상기법에 대한 연구와 실천이 제한적인 우리나라 경찰의 위기협상 업무에 전통적인 협상모형보다 한층 발전된 새로운 협상모형인 S. A. F. E. 모형을 소개하고 이에 대한 도입 가능성을 탐색하는 것은 우리나라 경찰의 협상업무 현실을 볼 때 상당 부분 앞서나가는 것일 수 있다. 그러나 위기협상 업무는 나날이 새롭게 발전하고 있다. 우리나라 경찰이 위기협상 분야에서 선진 외국의 경찰에 뒤처지지 않기 위해서는 보다 적극인 자세로 새로운 협상모형에 대한 연구와 응용이 필요한 시점이라고 여겨진다. 해머(M. R. Hammer, 2007)는 종래 전통적인 협상모형을 대체할 수 있는 효과적인 위기협상기법인 S. A. F. E. 모형을 제시하고 있다. S. A. F. E. 모형은 사건 유형과 관계없이 위기상황들을 단계적으로 감소시키기 위해 필요한 네 가지 요소들, 즉 실질적 요구사항(Substantive demands), 동화(Attunement), 위신(Face) 및 감정(Emotion)을 평가하고 찾아냄으로써 협상요원이 위기사건들을 보다 안전하게 해결하는데 기여하고 있는 것으로 알려져 있다. 따라서 이 연구에서는 S. A. F. E. 모형의 구성요소와 진행과정 등에 대해 고찰하고 이를 토대로 우리나라에서 일어난 몇 가지 위기협상 사례들을 분석해 봄으로써 우리나라 경찰의 위기협상 업무에 S. A. F. E. 모형을 소개하고 그 도입 가능성에 대해 논의하였다.


Hammer(2007) suggested S. A. F. E. model which assesses and tracks four key triggers for de-escalating crisis situations. Four triggers are substantive demands, attunement, face, and emotion. These four dimensions are expressed in the behavior and dialogue that take place between the negotiators and the subjects. The model can be easily integrated into the crisis negotiators' effective response efforts to subjects and help them to solve the problems in crisis situations including a hostage incident. A hostage incident is any incident in which people are being held by another person or persons against their will, usually by force or coercion, and demands are being made by th hostage taker. Hostage takers are used to gain compliance or attention in several kinds of incidents(McMains & Mullins, 2006). In Korea, police agencies have no negotiators and organizations to take charge of crisis negotiations. Therefore This study suggests crisis negotiations strategies for police officers by means of S. A. F. E. model and critically analyzes two crisis negotiations cases made by police officers with no crisis negotiations knowledge. And also this study makes two proposals to solve the problems in the course of police crisis negotiations. First, police agencies should organize crisis negotiations team. Second, police agencies should recruit new crisis negotiators, train and instruct them on crisis negotiations strategies in theory and practice
