이 연구의 목적은 정치적 또는 사회적 운동 전략으로서의 핵티비즘의 성격 및실태를 규명하고, 향후 대응방향을 제시하는데 있다. 핵티비즘의 요인은 사이버심리학 및 사이버지리학, 그리고 시민행동주의 등으로 설명된다. 핵티비스트들은 자신들을 자유수호자라고 칭하며, 영웅주의적 사고에 빠져 있지만, 이는 개인의 폭력성 및 공격성을 온라인에서 드러내는 것이다. 또한 핵티비스트는 노토피안으로서 스스로를 익명화 시키며, 사이버상의 질서와규범을 강조하는 정부기관 및 사용자들을 노토피아에서 몰아내려는 공격자이다. 핵티비즘은 네트워크가 가지는 집중화와 분산화 기능을 최대한 활용하여 자신들의 목적을 달성하는 전술이다. 최근의 핵티비즘 사례를 통하여 다음과 같은 특징을 도출할 수 있다. 첫째, 핵티비즘이 지구촌 사회운동의 중심세력으로 등장하고 있다는 점이다. 둘째, 핵티비즘은 전형적인 온라인 해킹행위에서 벗어나 오프라인에서도 플래시 몹, 대중대체 이용 및 웹사이트, 저서출판 등 매우 적극적인 전략변화를 보이고 있다. 셋째, 핵티비즘의 관여 대상이 정보공유, 종교, 정치, 핵, 안보, 인권 등으로 점점확장되고 있다는 점이다. 이 연구는 핵티비즘에 대한 대응전략의 방향을 다음과 같이 제시한다. 첫째, 국가안보적 차원의 대응전략이 필요하다. 둘째, 핵티비즘에 대한 대응전략은 시장자본주의적 질서를 수호하는 전략이어야 한다. 셋째, 디지털 시민의식의 전파 및 함양노력이 사회적으로 필요하다. 바람직한 디지털 시민의식을 함양하기 위해서는 정부정책 및 법령정비 등 국민의 이해관계가 깊은 사안에 대한정확한 정보의 전달 및 접근이 담보되어야 한다. 또한 올바른 정보공유 및 전달의 장으로서의 사이버환경조성 및 태도교육이 필요하다.

The purpose of this study identify the nature, reality of hacktivism as political or social movement strategy. Add to I tried to present the future direction of response against hacktivism. The response strategies including the micro-macro strategy like the economic dimension of capitalism, national security, digital citizenship. The causes of hacktivism are cyber psychology and cyber geography, and civic activism. Hactivists think themselves as guardians of freedom. They are heroes liberal wishful thinking. However, it is reveal an individual's violence and aggression on cyber space. In addition, Hactivists make themselves as a Notopians in Notopia. Notopians means hiding human live in cyber. Notopians attack to the government agencies and users who they emphasize the normative order on cyber space. Hactivism using the network with the functions of centralization and decentralization to achieve their tactical objectives. Following features are derived through a recent activism cases. First, hactivism forces the center of global social movement. Second,hactivism strategy is changing. They act flash mop, smart mob and publishing books in offline out of a typical online hacking. Third, the involvement of hactivism target has been expanded as information sharing,religion, politics, nuclear, security, human rights, etc. This research strategies to hactivism are proposed as follows. First, the perspective of national security strategy is required. Second, the market strategy is needed to protect capitalism. Third, citizens need to be educated about digital citizenship. The State shall provide citizens with accurate information. This will contribute to the formation of a good digital citizenship. In addition, as a means of valuable information sharing should be trained to use cyber.
