학교운영위원회는 단위학교의 교육자치를 활성화하고, 지역의 실정과 특성에 맞는 다양한 교육을 실시할 수 있는 제도적 장치로 국․공립학교에는 1996년부터, 사립학교에는 2000년부터 도입되었다. 사립학교 학교운영위원회는 심의기구인 국․공립학교 학교운영위원회와는 달리 필수적 자문기구로서의 역할을 수행하고 있기에 그동안의 운영 성과를 살펴보고 앞으로 발전방안을 모색해볼 필요가 있다. 본 연구는 이러한 문제의식에서 경남지역 중등 사립학교 학교운영위원들이 학교운영위원회의 운영성과를 어떻게 평가하고 인식하고 있는지를 분석하였다. 연구결과 사립학교 학교운영위원회의 운영성과는 학교운영의 민주화, 학교경영의 투명성 제고, 의사결정의 질 제고, 학교공동체 형성, 단위학교의 자율성 보장 등 영역에서 보통 이상인 것으로 나타났다. 자문기구로서의 역할을 감안한다면 사립학교 학교운영위원회의 운영성과는 대체로 성공적이라 할 수 있다. 앞으로 사립학교의 학교운영위원회는 이사회와의 관계를 적절하게 정립하면서 모델의 다양화 전략을 탐색해야 한다. 또한 다양한 모델이 적용될 수 있는 제도적 장치가 마련되어 학교단위책임경영제의 성공모델로 발전해나가야 할 것이다.

This study purports to uncover the effects of school council in private school by analyzing school council members' perceptions, and to explore ways of enhancing effectiveness and of solving various issues of school council. The results shows that school council members' perception about school council's effects, especially in the aspects of democratizing school management, enhancing the quality of decision making process, developing autonomous school community, are above the average. Despite school council's role is limited to the role of consultation, the effects of school council in private school is large sufficient to affect school management. In the future, school council in private school should make more conscious efforts to develop relevant relation with a board of trustees of private school. School council-based model should be expanded in order to foster successful development of school-based management.
