대학종합평가인정제는 1994년부터 7년을 주기로 본격적으로 도입․시행되었고, 현재의 제2주기 평가는 5년 주기(2006년 종료)로 실시되고 있으며, 2007년부터 제3주기 평가가 시작된다. 이 논문은 앞으로 실시될 제3주기 대학종합평가인정제의 개선방안을 탐색하는 데 있다. 이러한 목적을 달성하기 위하여 이 논문은 그 동안 실시된 대학종합평가인정제의 성과와 문제는 무엇이며, 대학종합평가인정제가 앞으로 해결해야 할 과제를 논의하였다. 대학종합평가인정제의 성과를 논의함에 있어서는 지금까지 밝혀진 연구결과들을 검토․분석하였으며, 제3주기 대학종합평가인정제의 방향과 틀에 관한 연구의 결과를 토대로 앞으로 해결해야 할 과제를 논의하였다. 대학종합평가의 성과는 대학교육의 질과 연구력 향상, 대학운영의 합리성 증대, 대학의 자구노력 촉진 등으로 나타났으며, 문제점으로는 평가기준의 타당성 미흡, 평가결과의 비효율적 활용, 대학의 국제경쟁력과 특성화 유도 부족 등을 들 수 있다. 앞으로 개선해야 할 대학종합평가인정제의 과제로 평가의 목적, 평가방법, 제도와 운영, 결과활용 등을 논의하였다.


The purposes of this study were to analyze contributions and problems of the overall evaluation and accreditation system of university and to suggest the measures for improving the university evaluation system in the future. For these purposes, this study reviewed and analyzed the results of researches which were done on the university overall evaluation and accreditation system. Based on the results of study on the new paradigm of the third cycle university overall evaluation system, this study discussed the measures to solve the problems of the first and the second cycle evaluation and accreditation system. The findings of the researches showed that the evaluation and accreditation system contributed greatly to upgrade the quality of university education and the ability of faculty's research, and to improve university management and educational environment. But the findings indicated that the evaluation system failed to secure the validity of evaluation criteria and standards, to utilize the evaluation results, and to foster the internationally competitive ability and characterization of individual university in Korea. Finally, this study discussed the measures for improving the overall evaluation and accreditation system of university, the measures including purposes, methods, system, operation of the evaluation system, and utilization of the evaluation results.
