학교경영에서의 통제성은 효율적인 교육체제의 구축과 자원의 효율적인 활용으로 정당화되어왔으며, 이는 학교 조직의 특성상 정부수립 이후 우리 교육 발전에 기여해왔다. 그러나 교육의 질적 향상과 시대적 변화에 따른 새로운 교육 패러다임으로의 전환을 위해서는 학교 조직 차원에서의 자율성 확대가 요구된다. 학교경영의 자율성은 교육의 분권화와 민주화의 확대로 학교 구성원의 자발적인 참여와 의사결정을 통해 교육의 효과성을 향상시키고 학습자 중심의 교육과정 운영을 위해 강조되고 있다. 과도한 중앙집권화와 관료주의적 행정체제는 규칙과 규정에 따른 업무의 편의성은 증가시킬 수 있지만 교육은 경직되고 획일적으로 운영될 수밖에 없다. 따라서 학교 경영의 자율성을 신장시키고 교육성과에 대한 책무성과 교원의 전문성을 신장시키기 위해서는 학교단위책임경영제를 확대하여 단위학교의 재량권을 부여하고 학교의 자율 경영이 이루어져야 한다.


The control and the autonomy were the coexisting factors in the school organization. However, the important question was whether it was coexist as the most suitable state. It meant that strengthening the control of supervisory policy and line of government policy limited the autonomy of school management. The supervisory policy emphasizing control makes educational activity hard as a result of hindrance of the autonomy of school management. Therefore, the school autonomy should be established for the operation of various student-oriented curriculum, the authority of teacher personnel for the specialization of school management, the financial operation of various educational activity, and the deliberate management of educational facility. For this, it is required that the school-based management be established and the autonomy, professionality and accountability of school management to school and principal be extended so as to enhance the high quality of education.
