본 연구는 교육계의 현안으로 대두되고 있는 학교장 평가와 관련하여 학교장 평가제도의 운영 방안을 탐색하는데 목적이 있다. 구체적으로 우리나라를 포함한 주요 국가의 학교장 평가에 대한 실태를 고찰하고 학교장에 대한 법적 평가제도의 필요성을 제시하였다. 더불어 학교장의 직무내용, 학교장 평가영역 및 준거, 학교장 평가에의 참여자, 학교장 평가결과의 활용방안을 제시하였는데 구체적인 연구결과는 다음과 같다. 첫째, 학교장 평가의 기초가 되는 직무내용을 법적 접근을 통해 규명한 결과, 학교장의 직무는 대영역 3가지, 중영역 8가지, 소영역 32가지로 밝혀졌다. 둘째, 학교장 평가의 평가영역 및 준거를 탐색한 결과, 학교장의 평가 영역은 32가지이며, 각각의 영역에 대해서는 학교장의 직무수행에 필요한 자질을 평가의 준거로 제시하는 것이 타당하다는 결론에 이르게 되었다. 셋째, 학교장 평가를 위한 평가의 주체를 탐색한 결과, 가장 공정하고 정확하게 평가할 수 있는 주체로는 일선교사·학교운영위원회·교육청(교육장 또는 교육감)으로 밝혀졌다. 넷째, 학교장 평가를 위한 평가결과의 활용방안을 탐색한 결과, 학교장의 평가 결과는 직접적으로는 전보, 전직, 승급, 재임용, 보상 등 인사상의 근거로 활용하고, 부수적으로는 교장의 전문성 신장을 위한 피드백 자료, 공적 책무성 제고를 위한 자료로 활용되는 것이 타당하다고 밝혀졌다.


The study intends to present the alternative for the efficient operation and a settlement of school principal evaluation. Investigated the actual condition about principal evaluation of the important nation and presented the necessity of the evaluation system which is legal about the school principal. Presented the duty of school principal, the evaluation territory and conformity, the subject of principal evaluation, application plan of principal evaluation results. The research result which is concrete with afterwords is same, Firstly, as the result of the duty of the school principal, it comes out as following; main content 3 kind, middle content 8 kind and low-ranking content 32 kind. Secondly, the evaluation range of the school principal was 32 kind, and it comes to the end that presenting mandatory of school principal as evaluation standard is reasonable. Thirdly, the principal could be evaluated fairly and accurately, by the teacher, Local School Council, in compliance with educational affairs superintendent. Fourthly, it reveals that the evaluation result of the principal should apply directly to the ground of transference, upgrade and reappointment, promotion and compensation, feedback material to upgrade professionalism, the reference of reconsidering public duty as well.
