본 연구는 작금의 교육문제가 단순히 교육이념과 교육권력을 둘러싼 정치적인 대립의틀을 넘어 교육의 통치구조와 의사결정 과정을 아우르는 교육거버넌스의 갈등으로 파악하고자 하였다. 이를 통해 교육거버넌스의 갈등을 쟁점화하여 거버넌스의 구조적 분석틀 속에서 쟁점을 분석하고 교육거버넌스의 갈등 해소를 위한 정책적 과제를 탐색하는데 연구의 목적을 두었다. 구체적으로, 교육거버넌스의 갈등과 쟁점을 교육지배구조 방식에 대한 갈등(국가통제 대 지방통제), 교육통치이념에 대한 갈등(보수 대 진보), 그리고지방교육자치의 권한에 대한 갈등(일반자치 대 교육자치)로 압축하여 분석하였다. 그리고분석결과를 토대로 교육거버넌스의 갈등 해소를 위한 정책과제로 단기적 과제로 관계 법규의 정비와 명확화, 중기과제로 지방교육자치의 발전적 정착을 위한 교육행정체제의 개선, 그리고 장기과제로 협력적 거버넌스의 구축으로 제시하였다.
Current problems in education appear as conflicts in educational governance containing governing structure and decision making process in education beyond political confrontation in educational ideas and power among interest groups. This study was intended to analyze the issues developed from conflicts in education and explore policy tasks to resolve conflicts in educational governance. In details it epitomized and analyzed conflicts and issues in education as ➀ conflict in governing structure(state-oriented vs. local-oriented), ② conflict in governing ideas(conservative vs. progressive), and ③ conflict in authority of local education autonomy(general vs. educational). Based on the analysis, this study suggested policy tasks to resolve conflicts in educational governance as the followings: articulating related laws and regulations to the conflicting issues(short-term), improving educational administration system to stabilize local education autonomy(mid-term), and constructing collaborative governance in education(long-term).
