학교정보화사업은 교육의 질을 높이고 교원업무의 처리 방식을 변화시켜는 총체적 교육혁신이었다. 이런 변화가 교육현장에 어떤 영향을 미치고 있는지 평가하는 것은 중요한 일이다. 본 연구는 학교정보화사업이 궁극적인 도입목적을 얼마나 달성하고 있는지를 평가하기 위한 BSC(Balanced Scored Card) 평가모형을 개발함에 있다. BSC 평가모형 개발의 핵심은 관점 설정과 관점별 핵심성과지표를 개발하는 것이다. 이를 위해 기존 문헌연구를 통하여 이론 정립과 BSC 평가모형을 구안하였다. 그리고 구안한 모형은 교육전문가를 대상으로 모형의 타당도 검정 과정을 거쳐 최종적인 BSC 평가모형을 개발하였다. 개발한 4개 관점은 결과, 고객, 과정, 기반으로 설정하였으며, 11개의 성과목표와 31개의 핵심성과지표를 설정하였다. 개발된 BSC 평가모형은 학교정보화사업의 성과평가에 유용하게 활용될 것이다.


The purpose of this study was to evaluate how much the school informatization business achieves the initial goal, and seek for the way of developing the school informatization business. The research subject of this study is as below. This study is to develop the BSC(Balanced Scored Card) model for evaluation of the school informatization business. To find a solution of this research subject, the BSC model for evaluation of the school informatization business was developed through previous literature study. After two preliminary inquiries to verify the validity of the BSC model, the ultimate BSC model was developed. This study on BSC model development for evaluation of the school informatization business through the following major conclusions were drawn. First, the policy consumer-centric performance evaluation than policy Manager- centric performance management should be done. Second, the policy and business in a pluralistic perspective includes both quantitative indicators and qualitative indicators to assess the BSC model as a model may be useful. BSC in the public sector to pursue the public interest to apply the model, but an increasing number of educational aspects of the BSC model transformation case by considering the particularities of different sectors to evaluate policy initiatives and to apply some limitations as may be. To conclude this study, a model of this study can be used effectively in education hoping that future research to overcome the limitations of this study will be continued.
