본 연구는 2007년 한나라당이 발표한 대선 공약에 대한 이명박 정부의 교육정책 공약의 이행도 분석을 목적으로 한다. 이를 위해 먼저 선거 기간 중 발표된 한나라당의 정책공약집 내용 중 교육정책 관련 내용을 유아교육, 초·중등교육, 고등교육, 평생교육 등 크게 네 분야로 나누어 세부 공약을 식별하였다. 다음으로 집권 기간 동안의 공약 이행도 분석을 위해 두 단계의 분석 절차를 거쳤다. 먼저, ‘이명박 정부의 100대 국정과제’ 외에 정부 및 국회 자료 등을 분석하고, 교육관련 정부 부처 실무자 24인 및 학계 전문가 6인과의 인터뷰를 거쳐 정부의제화된 공약 수와 비율을 산출하였으며, 이를 완전 이행, 부분 이행, 완전 불이행 등으로 구분하여 교육정책 분야별 공약 이행 정도를 분석하였다. 분석 결과, 이명박 정부는 정책공약집에 제시한 64개의 교육정책 공약 가운데 60개(94%)를 정부의제화 하였으며, 정부의제화된 공약의 이행 정도는 완전 이행 55개(92%), 부분 이행 5개(8%)로서 정부의 정책 공약 이행 노력이 상당히 높은 것으로 나타났다.
The purpose of this study is to analyze the pledge fulfillment of the Lee Myung-Bak Government. Using election programs, the Grand National Party published in 2007, this study categorized educational policies as early childhood education, elementary and secondary education, higher education, and lifelong education. This paper went through two-step processes to analyze the pledge fulfillment of the Lee Myung-Bak Government. First, we analyzed 100 Government Projects, government files, and the National Assembly materials. In addition, this study interviewed 24 officials in the government and six academic scholars in order to overcome the subjective judgment for evaluating the pledge fulfillment. After these processes above, we produced the number of governmental policy agenda. Next, we used three categories such as total fulfillment, partial fulfillment and total non-fulfillment to analyze the promise fulfillment rate of the selected governmental policy agenda. According to the results, the Lee Myung-Bak Government produced 60 educational policies as the governmental policy agenda among 64 election promises, and the rate was 94%. In addition, the results show that the number of total fulfillment was 55 (92%) and 5 (8%) for partial fulfillment. Therefore, we concluded that the Lee Myung-Bak government fulfilled its pledges at a high rate.
