본 연구에서는 교장공모제 정책결정과정에서 나타난 정책 환경과 정책네트워크의 동태적 변화과정을 통하여 교장공모제정책의 결정과정과 정책 산출이 어떤 과정을 통해 이루어졌는가를 분석하는 것에 목적이 있다. 이를 위한 연구문제는 첫째, 교장공모제 정책네트워크 형성에 영향을 미친 환경적 요인은 무엇인가? 둘째, 교장공모제정책의 결정과정을 파악할 수 있는 정책네트워크의 동태적 변화과정은 어떠한가? 셋째, 정책네트워크를 통해 산출된 결과는 무엇이며, 정책네트워크와 정책 산출 간의 관련성은 어떠한가?의 세 가지로 설정하였다. 본 연구를 위해 사례연구방법과 사회네트워크 분석 방법을 적용하여 분석하였다. 관련 자료로는 신문기사, 정부간행물, 보도자료, 각종 이론서 및 논문 등 다양한 자료를 활용하였다. 정책네트워크 모형을 통해 교장공모제 정책결정과정을 분석한 결과를 바탕으로, 본 연구에서 규명하고자 한 연구문제에 대한 결론을 제시하면 다음과 같다. 첫째, 교장공모제정책의 산출을 위한 정책네트워크의 형성에는 정책 환경의 영향이 지배적이었다. 즉 정책 환경 요인인 정치적 환경과 정책 문제가 결합하여 정책네트워크와 네트워크의 구조적 특성의 형성에 영향을 주었다. 둘째, 교장공모제 정책네트워크는 정책결정단계별로 정책행위자의 수와 유형, 행위자간 상호작용, 네트워크의 관계구조 등에서 동태적인 변화과정을 거쳤고, 그 변화는 정책네트워크를 둘러싼 환경 요인과 내부 요소에 의해 영향을 받았다. 셋째, 교장공모제 정책네트워크는 이슈네트워크와 유사한 형태에서 정책공동체에 가까운 형태로 변화하였고, 이는 정책 산출에 영향을 주었다.
The purpose of this study is to analyze a policy network on the policy making process of the open recruiting principal employment system. The research questions for this purpose addressed are: (a) What are the influences of environmental factors that form policy network of the open recruiting principal employment system? (b) How is the dynamic changes process of policy network to be grasped the making process of the open recruiting principal employment system? (c) What are the outputs of policy network, and the relation of the outputs to the policy network? For this purpose to be accomplished, the study was conducted by literature reviews and social network analysis. The results through the research process were as follows:First, the environmental factors of forming the policy network of the open recruiting principal employment system were policy problems and politics. Second, the structural elements of the policy network of the open recruiting principal employment system were analyzed. Third, the policy network of the open recruiting principal employment system was classified according to internal characteristics for discussing policy output caused by policy network changes.
