이 연구는 2012년 2월에 수립된 “학교폭력근절 종합대책”에 포함되어 학교현장에서 시행되고 있는 학교폭력 예방 및 근절을 위한 세부과제들을 평가하고 개선방안을 제안하는 것을 목적으로 한다. 5년마다 수립되어야 하는 “학교폭력 예방 및 대책 기본계획”이 시행되어 왔지만, 2011년에 발생한 사건들로 인해 2012년부터 매년 새로운 정책이 발표되고 있는 상황이다. 새로운 정책의 수립을 위해서는 기존에 추진되고 있는 정책에 대한 문제점의 분석과 이에 대한 개선사항을 점검하는 것이 매우 중요한 과제이다. 이 연구에서는 초·중·고등학교 학생과 교원을 대상으로 학교폭력 대책의 세부과제별 효과성과 중요도에 대한 인식 수준을 조사하였다. 이후 정책에 대한 효과성과 중요도 인식을 활용하여 Borich 요구도 분석과 The Locus for Focus 분석을 실시하였다. 연구결과 학생들이 효과성과 중요도가 가장 높은 과제로 응답한 것은 학교 내 CCTV 확충 및 모니터링 강화와 체육·예술 교육 활성화였으며, 교원은 배움터지킴이, 학교보안관 등 학교 내 학생보호인력 운영과 가해학생 학부모 특별교육 이수 의무화라고 응답하였다. Borich 요구도 분석과 The Locus for Focus 분석결과로는 가해학생에 대한 즉시 조치, 피해학생 치료비 선지원 제도, 117 학교폭력 신고·상담센터 통합 운영, 전문상담인력 확충, 학생 정서·행동 특성 검사 및 사후 지원이 더욱 적극적으로 시행될 필요가 있는 것으로 나타났다.
The purpose of this research is to analyze the effectiveness and importance of “the National Plan for School Violence Preventing and Eradicating,” that has been implemented since February 2012. Based on the analysis, this research intends to suggest policy recommendation for improving policy. This policy evaluation is necessary to make new version of plan solving school violence problems. To this end, student and teacher survey was conducted during July 2013 using online system. The main contents of survey is to evaluate specific tasks in school violence policy in terms of effectiveness and importance. Using Borich’s needs assesment model and the Locus for Focus analysis tool, we showed the priorities of school violence policy. Students evaluated ‘positioning and monitoring CCTV’ and ‘activating physical and art education’ as the most positive tasks. Whereas, teachers gave top priority on ‘deploying school protector(school sheriff)’ and ‘special program for bullies’ parents.’ As a result of Borich‘s needs assessment and the Locus for Focus analysis, ‘instant action for school violence attackers’, ‘supporting treatment fee in advance’, ‘unified management of 117 call and consulting center’, ‘expansion of school counselor’, ‘examination of emotion and behavior of students and follow-up action’ are necessary to be implemented more actively.
