As concerns of the energy get increasing, it is necessary for Korea to make closer relationship with the CIS. The trade amounts of Korea and the CIS have increased more 20% on average from 2000 to 2008, while the total to the world has been 13%. The investment amounts of Korea toward the CIS are also increasing rapidly, even though the portion in the world is still no more than 1.5%. The most remarkable point in the economic relationship of the both countries is their complementary relation for the economic development. For a win-win strategy, they have to put into practice a customized economic cooperative model in developing industrial composite site, natural gas plants, agricultural technology and manufacturing etc. At first, it is important for Korea to establish strongly political and human networks, for example in activating Korea-CIS economic cooperation forum. More practically, setting up an incubator system to encourage medium-small firms by introduction of new technology in the CIS will be an efficient way to develop their economic cooperation. To share the successful economic development of Korea and to collaborate each other in developing energy resources of the CIS, Korea has to change and extend international trade policies with an advanced step to the CIS. Finally, the both countries should carry out an action plan in mid-long term.
