이 연구에서는 공무원의 직무수행 과정을 분석하여 직업 문식성의 연구의 필요성을 도출하고자 하였다. 공무원의 직업 문식성 연구는 다양한 직무 수행자의 직업 문식성 연구의 발판이 될 것이고, 이러한 연구를 바탕으로 직업 문식성 교육에 대한 포괄적인 이해가 이루어질 수 있을 것이다. 직업 문식성은 학교에서 이루어지고 있는 문식성 교육에 비해 큰 관심을 받지 못했다. 지속적 평생학습을 통해 끊임없는 자기계발을 요구하는 현대 사회는 직무를 수행하는 개인에게 지속적인 능력의 계발을 요구하고 있다. 이런 관점에서 볼 때, 직업 문식성에 대한 연구는 성인 문식성의 향상을 꾀하는 데 중요한 시발점이 될 것이다. 직업 문식성은 시대적 변화의 요구에 적응하기 위한 인간의 삶의 전략으로 사회 발전과 국가발전의 원동력이 되는 인적자원이다. 직업 문식성의 근간을 이루고 있는 읽기, 쓰기, 말하기, 듣기 기능, 문제해결 전략과 비판적 사고 전략 등은 공무원 직무 수행 과정에 요구된다. 공무원의 직업 문식성 중에는 정보문식성이나 공문서 문식성이 있다. 정보문식성과 공문서문식성은 읽기와 쓰기 기능이나 전략이 바탕이 되므로 성인들을 위한 읽기 및 쓰기 기능과 전략의 계발이 이루어져야 한다. 이를 위해서 직업 문식성 교육과정이 필요하다. 직업 문식성에 대한 실질적인 연구를 위해 국가 차원에서 성인들의 문식성 수준 파악을 위한 연구가 수행되어야 한다. 직업 문식성에 대한 연구를 바탕으로 하여 성인들의 직업 문식성을 신장시킬 수 있도록 실질적인 직무와 연관 지어 문식성 학습 전략에 대해 연구해야 할 것이다. 그리고 학교 교육을 통해서 이루어지는 문식성 교육이 직업 문식성과 어떻게 연계되는지를 연구해야 한다.


This study raised the necessity of investigating job literacy through analyzing the processes of public servants' duty implementation. This study of public servants' workplace literacy will be a springboard for research of workers' job-related literacy in a variety of job areas. Furthermore this study will provide us with a comprehensive understanding of workplace literacy education. As compared with literacy education that is being emphasized at school, there has so far been little discussion about job literacy. A knowledge-based society calling for continuous self-development through lifelong education forces all employees on the job to sustain their professional development. From this perspective, research of job-related literacy may be an important starting point in developing adults' literacy skills. Job literacy as a life strategy for adapting to dramatic social change is human resource that is prime motive force for societal progress. A higher level of basic skills in reading, writing, speaking, listening, problem-solving, and critical thinking that form the root and trunk of job literacy are indispensable to the processes of public servants' duty implementation. Servants' job literacy also includes information literacy or public document literacy. Information literacy or public document literacy is based on reading and writing skills so that reading and writing skills and strategies for adults should be developed. For this, job literacy curriculum should be urgent. Furthermore a national-level study to examine adults' literacy levels should be performed. Based on research of job literacy, we need to research into literacy-learning strategies related to their duty implementation in order to improve adults' job literacy, Also, we should delve into how literacy education at school can be associated with job literacy.
