이 연구는 초등학교 국어과 국가수준 학업성취도 평가의 개선 방안에 대해 논의한 것이다. 평가의 책무성이 강조되면서 국가수준 학업성취도 평가의 중요성이 부각되고 있으나 평가의 설계에서 결과 처리 과정까지 여러 가지 문제점을 갖고 있다. 국가수준 학업성취도 평가는 초등학생들의 학업성취도를 평가하는 것에 중점을 두고 시행해야 함에도 불구하고, 평가의 의도가 변경됨에 따라 평가 목적이 혼재되어 있고, 평가 결과가 추상화되어 있어 학생, 교사, 학부모에게 구체적인 정보를 제공해 주지 못하고 있다. 또한 교육과정의 성취 기준과 NAEA 성취 기준이 차이를 보이고 있으며, 초등학생의 일상생활 습관과 다른 환경에서 평가가 이루어지고 있다. 이에 초등학교에서 시행되는 국가수준 학업성취도 평가는 초등학생을 중심에 두고 평가의 목적을 명료화 해야 하고, 평가 결과를 구체적으로 제공해주어야 함을 논의하였다. 또한 평가 준거를 일치시키고, 평가 설계 과정을 상세화하여 제공하며, 초등학생에게 적합한 평가 환경을 만들어주어야 함을 논의하였다.
