정부가 지원하는 연구비집행의 투명성을 확보하고 나아가 연구비관리의 행정부담을 경감시킬 목적으로 연구비카드제가 도입되었다. 본 연구는 도입 5년여를 맞고 있는 연구비카드제의 문제점을 파악하고 그 개선방안을 제시하여 향후 이 제도를 정착시킴으로써 정부지원 연구비집행의 투명성을 확보한다는 연구비카드제 본래의 도입취지가 달성될 수 있도록 하는데 그 목적이 있다. 이를 위해 본 연구에서는 한국과학재단이 지원하는 기초과학연구사업을 수행하는 대학의 연구책임자와 연구관리자를 대상으로 설문조사를 실시하여 연구비카드제의 실태를 분석하고 이를 토대로 연구비카드제의 문제점과 개선방안을 제시하였다. 설문조사결과 연구비카드제가 정부지원연구비집행의 투명성을 제고시키고 있으나, 이 제도의 시행에 따른 행정업무부담의 가중이 가장 큰 문제점으로 지적되었다. 향후 연구비카드제가 정착되어 이 제도의 도입목적인 연구비집행의 투명성이 확보되기 위해서는 다음과 같은 개선이 필요할 것이다. 첫째, 카드사의 지속적이고 개선된 서비스가 제공되어야 한다.둘째, 연구비 집행관리상의 행정부담을 경감시킬 수 있는 방안을 적극 모색하여야 한다. 셋째, 연구비카드사용상의 유연성을 부여하여야 한다.넷째, 연구비관리 시스템을 개선해야 한다.

The purpose of this research is to achieve the original intent of the introduction of the system in order to secure the transparency of research fund. To this end, we find the problems of RFCS during the past 5 years and then suggest the way of improving and settling down the system in the future. In this research, we analyze the status of the system through the survey of principal investigators of universities. The result of the survey indicates that the system has raised the transparency of expenditure of the government supported research fund. The suggested ways of improvement of the Research Fund Card System are summarized in the following statements. The first is that continuous and improved service should be offered by card companies. The second is that a program to reduce the administrative burden of operating research fund expenditure and management should be explored. The burden may prevent the system from complete settlement. R&D management organizations and card companies should try to seek and improve the problems by surveying the researchers and R&D management personnel. The third is that the flexibility should be granted for using the card. The last is that RFCS itself should be improved. Some difficulties occur by the difference between the research fund management system of universities and the Research Fund Card System.
