본 연구에서는 학습도시의 사회적 자본 형성에 관해 연계·협력을 중심으로 논의하였다. 이를 위해 먼저 학습도시와 사회적 자본의 개념을 살펴보았고, 둘째, 학습도시의 사회적 자본 형성에 대한 국내·외의 사례를 통한 비교연구와 문헌분석을 병행하였다. 또한 학습도시 실무자를 대상으로 심층 분석을 통해 학습도시의 사회적 자본 형성에 관해 연계·협력을 중심으로 살펴보았다. 학습도시에서의 사회적 자본 형성은 아직 초기단계로서 연계·협력 체제 구축에 힘을 주고 있으며, 호혜성에 기초한 다양한 연계·협력이 이루어지고 있다. 그러나 학습도시의 연계·협력 실태나 효과성 등은 아직은 미흡한 측면이 있다고 볼 수 있다. 마지막으로 학습도시의 사회적 자본 형성에 대한 방안은 국가나 지방자치단체의 노력으로 기관이나 시설 등의 물리적이고 환경적인 연계·협력 체제 구축과 더불어, 사회적 측면에서 학습동아리 활성화, 사회통합 프로그램 활성화 등의 방안, 개인적 측면에서의 학습도시 주민 각자의 삶의 질 향상을 위한 학습기회 확대와 유대감 강화를 위한 지역학 활성화 등이 필요하다.


This study is about fostering of social capitals for the Learning City . For the relevant purpose, first, we have covered the concept on the City of Lifetime Education followed by the comparative study and document analysis through the cases of in-and-out of the nation that are related to the topic of this study. Secondly, we have examined the association and cooperation in connection with fostering the social capital of the lifetime education city by deeply analyzing those in charge of applying the concept of the city. This social capital fostering of the city is still young, being a driving force of building the association-cooperation system which is being realized in diverse ways based on mutual benefits. However, it can be argued that the implementation status and efficiency in terms of association and cooperation side of this city have some week points. Finally, as a solution for the realization of this city, the nation and self-government bodies should make an effort to build the physical and environmental association and cooperation among the institutions and establishments. Additionally, they must come up with a solution to crank up the study clubs' activities in the interest of sociality and method for wide-spread programs for social consolidation as well as ways to extend the study of regions regarding the enhancement of sense of connection among individuals.
