This paper, based on the results of a series of surveys, offers an analysis of various approaches to quality assurance in distance education (including e-learning) in the context of cross-border higher education. It commences with a discussion of the exponential growth and changes of distance education and identifies four notions of quality and differing approaches to quality assurance in distance education at the institutional and national levels. Pedagogical and practical values, strengths and weaknesses of each approach are discussed with regard to cross-border higher education and example cases are provided. The paper concludes with a list of policy directions and argues that quality assurance mechanism of distance education should not be distinguished from that of conventional higher education especially at the national level.
교육이 개방화, 세계화되면서 원격교육이 양적으로 팽창하고 있으며, 그에 따라 질에 관한 관심 또한 높아지고 있다. 본 논문은 최근 행해진 일련의 조사 결과를 토대로 하여 이러닝을 포함한 원격교육 질 관리의 다양한 접근 방식을 분석하는 데 그 목적이 있다. 먼저 국가 및 원격교육 기관 차원의 다양한 질 관리 전략들을 크게 4가지 접근 방식으로 구분하면서, 각 접근 방식에서 어떻게 원격교육의 질을 규정하고, 어떠한 질 관리 전략을 활용하는 지를 논의하고 있다. 또한 각 질 관리 접근 방식이 가지는 교육적, 실용적 가치, 강점 및 취약점을 개방화되어 가는 교육 시장의 맥락에서 분석하였다. 결론적으로 국가 차원의 원격교육 질 관리 체제는 전통적 교육의 질 관리 체제와 함께 통합되어야 한다는 점을 강조하면서, 미래 정책 방향을 제시하였다.
