본 논문에서는 현 경제 난국의 핵심이 외환 위기 이래의 오처방에서 비롯된 국민 대중의 소득 붕괴에서 비롯된 수요 삭감에 의한 경기 침체의 악순환에 있음을 살펴보고 따라서 정부가 직접 개입하여 국민 대중의 소득을 보전해 주는 것이 현 경제 난국을 타개하는 유일한 구급 처방이 될 수밖에 없음을 논하고 있다. 그리고 사람들로 하여금 현 경제 난국의 핵심적 증상과 그 처방을 직시하지 못하도록 크게 미혹시키고 있는 것이 분배와 성장을 무조건 대립적인 관계로 보는 전도된 관점이라는 점을 논한 후 현재 우리의 특수한 상황에서의 절박한 타당성은 말할 것도 없지만 일반적으로도 경제학에서는 분배가 성장에 기여하는 인과적 고리를 널리 상정해 왔음을 또한 밝히고 있다. 심지어 자유주의 경제학에도 그러한 관점이 깔려 있을 뿐 아니라 그에 더해 그것을 지원하는 실체적인 공동체적 지향까지가 적지 않게 내포되어 있음을 살펴 본 후에 경제학 전체로서 그 이상으로도 지니는 공동체적 역량을 살려 나감으로써 현 상황에 대한 올바른 처방을 수립하는 굳건한 토대로 삼을 수 있기를 사회과학적 협동의 차원에서 촉구하고 있다.
The current economic difficulties of Korea resulted from the misplaced imposition of “neoliberal” policies and the subsequent breakdown of the masses’ income. The only possible way to rescue the Korean economy out of the vicious circle of ever contracting masses’ income and aggregate demand lies in the direct government intervention to remedy the fallen income of the people. Standing in the way, however, is a distorted view prevailing in Korea today which opposes distribution to growth. It is shown in this article that the prevailing view in the economics proper, on the contrary, sees the two variables as going hand in hand. The communitarian orientations deepꠏrooted even in the liberal strands of economic thought have helped to grip the relationship properly. Therefore, it is urged that economic practitioners in Korea invoke the communitarian orientations in the tradition and face the reality straightforwardly so that they could mobilize their professional competence in the direction of saving the economy of their fatherland.
