이 연구는 새로운 외교로 등장하는 ‘지방외교’의 흐름을 정리하는 데 일차적 목적이 있다. 이를 위해 이 연구에서는 법률적으로 권한을 갖지 못하는 지방정부가 세계화와 지역화라는 흐름 속에서 어떻게 지방외교를 형성하고 변화시켜왔는지, 향후 전망은 어떠한지 전라북도 사례를 통해 들여다본다. 지방자치제를 시행하기 이전은 형식적인 친선 교류로서 지방정부 스스로 외교 전략을 수립했다고 보기는 어렵다. 하지만 지방자치제를 시행하면서 지방정부의 대외적 활동은 지방외교로 자리잡아간다. 국제교류·국제협력·국제통상·국제정치·지역의 국제화 분야에서 다양한 외교정책을 추진한 것이다. 이후 지방자치제가 정착되면서 지방외교는 제도를 마련하고 다자간 국제관계를 형성해가는 등 점차 활성화되어간다. 향후 지방외교 차원에서 지방정부간 무한경쟁체제가 전망됨에 따라 지방정부 차원의 전문화된 외교 전략과 제도 마련이 시급하다.
The purpose of this study is to examine the current of local diplomacy which is appeared as a new patterns of diplomacy. For this aims, The process that unauthorized Local government establish and develop diplomatic relations in the trend of globalization and localization, and the outlook of local diplomacy in jeonbuk will be analized in this study. Before the era of local autonomy, local government can’t establish independent dipolmatic relationship, but barely maintain conventional friendship exchange with foregin country. But under the local autonomy system, foreign policy of local government expand into local diplomacy. Foreign policy of local government is driven to various parts of international cooperation and trade. Local diplomacy will be institutionalized and enlarged hereafter. More specialized diplomatic strategy have to be established by local government because severe competition between local governments will be opened in the future.
