인간안보에 대한 개념정의는 다양한 차원에서 논의되고 있다. 먼저, 전통적인 군사력 중심의 국가안보와 비교하는 관점이 있다. 이것은 주로 역사적인 해석에 기초한다. 국가안보는 국민국가체제의 등장 이후 지금까지 유지되어온 안보 개념으로 외부의 침략이나 위해 요인으로부터 국가의 주권과 영토, 국민의 생명과 재산을 보호한다는 경성안보 논리를 강조한다. 이에 비해 인간안보는 탈냉전 이후 등장한 글로벌 시대의 안보 개념이다. 적정 수준의 인간다운 삶을 구현하기 위해서 필요한 정치, 경제, 사회, 문화, 보건, 환경적 요건들을 총체적 관점에서 조망하는 연성안보 개념을 지향한다. 인간안보는 국가안보를 포괄하면서 개인의 안전한 일상생활을 보장하는 개념으로 규정하는 관점이 성립되는 것이다. 인간안보의 개념적 경계가 거의 무한대로 확장되는 현상이 나타나게 마련이다. UNDP가 제시한 인간안보의 영역별 범주는 개념의 희석 현상으로 이어져 모호성을 증가시키는 결과를 초래하고 있다. 경제안보, 식량안보, 위생안보, 환경안보, 개인안보, 공동체안보, 정치안보는 상호 중첩적인 개념 범주들이다. 여기에 더하여 인간안보 개념이 결핍으로부터의 자유와 공포로부터의 자유를 어디까지 포함하는 것인가의 문제는 인간안보 개념이 지향하는 현실적 유용성과 정당성에도 불구하고 개념적 혼란 상황을 가중시키고 있다. 인간안보는 체계적으로 재개념화되어 이론적인 타당성과 설명력을 확보할 필요가 있는 것이다. 여기서는 인간안보 개념을 연성과 경성, 최소와 최대 차원을 준거로 개인안보, 사회안보, 국가안보, 국제안보, 글로벌안보로 분류하였다. 이러한 개념적 범주는 인간안보를 위한 시민교육 관점에서 시민성의 위계와 연결될 수 있다. 법적, 최소, 능동, 변환 시민성은 총체적인 성격의 글로벌안보를 전제로 각각 개인, 사회, 국가, 국제안보 개념 범주와 연계되어 인간안보 개념과 접선된 시민교육의 위계구조가 구축될 수 있다.
Human security can be defined by disputes with multi-dimensions. It has a comparative perspective in terms of military centered approach that is designated national security based on historical views. It means a security concept that has sustained after appearance of nation-state system and focuses on protection of national sovereignty, territory, and its people from invasion or risk of other countries. This is a typical hard security concept. Human security emerges at post cold war era and has been expanded for global security concept. It persists on a soft security concept that composed of political, economic, social, cultural, healthy, and environmental conditions in behalf of a decent human life. Human security comprises national security concept in view of people’s safety in ordinary life. Therefore, human security becomes ambiguous, unstable, and impractical concept. Human security of UNDP is consisted of economic, food, health, environment, individual, community, and political security. These are categories mutual overlapped, and increase conceptual stretching. It has a realistic utility and rightness for freedom from fears and wants, but conceptual disagreements. Hence, human security concept needs a systematic reconceptualization and a theoretical insurance of power to explanation. Human security could be classified personal, social, national, international, and global security in reference to soft-hard and minimum-maximum dimensions. These are connected with hierarchical structures in civic education for human security. Consequently, legal, minimal, active, and transformative citizenship are constructed together with personal, social, national, and international security in global aspects.
