본고에서 필자는 빌리 브란트와 김대중, 두 인물의 가치 지향점인 자유, 평화, 민주주의의 사상과 그 실현 정책으로서 동방정책과 햇볕정책을 비교사적으로 고찰하였다. 빌리 브란트는 독일문제를 유럽차원에서 해결해야 한다고 생각했다. 유럽 전체의 통합과정 속에서 독일 통일이 달성될 수 있다고 보았다. 그런데 유럽통합이 제대로 이루어지기 위해서는 무엇보다도 독일이 과거청산을 철저히 하고 새로운 노력을 해야 한다고 그는 주장했다. 그 과거청산의 구체적인 표현이 독일이 온전히 민주화되는 것이었다. 분단된 결과로서의 두 개의 독일은 서로를 인정하고 민주주의를 향해서 민주주의 아래서 화해·협력·교류해야 했다. 이러한 과정이 서독과 서유럽을 더욱 민주주의 심화로 이끌고 동독을 그리고 동유럽 사회를 변화시키리라 생각했다. 여기에서 그는 유럽의 평화, 새로운 유럽 새로운 독일, 통일된 독일의 미래를 내다보았다. 이것이 그의 동방정책의 핵심 내용이었다. 김대중은 동아시아·유라시아 공동체의 비전을 다듬었다. 그는 이 가운데서 남북한 관계의 개선과 평화통일의 미래를 내다보았다. 그는 또한 역으로 남북한 관계의 개선과 평화통일이 동아시아·유라시아 공동체 실현의 근본 조건으로 보았다. 분단된 결과로서의 두 개의 한국은 서로를 인정하고 민주주의를 향해서 민주주의 아래서 화해·협력·교류해야 했다. 이러한 과정이 북한 사회를 변화시키리라 생각했다. 여기에서 그는 동아시아 지역 그리고 세계의 평화, 통일된 한국의 미래를 내다보았다. 이것이 그의 햇볕정책의 핵심 내용이었다. 동방정책이 실시된 토양으로서의 서독 사회와 햇볕정책이 실시된 토양으로서의 남한 사회 사이에는 여러 차이점들이 존재했다.
In this article I tried to discuss the Ostpolitik and the Sunshine Policy as the realizations of the ideas of freedom, peace, and democracy of the two figures from the perspective of comparative history. Willy Brandt tried to solve the german Question within the vision of the whole european integration. He meant that the people of Europe had to preserve their identity to open the great perspective to the continent. He was of assurance that the states of Europe could solve their problems only in european dimension, not through the isolated policies. To his belief the reconciliation and integration of whole Europe had to include the german unification. For this historical process the german people had to redress their past truly. The true way to this was the real democratization of the two Germanies. Under democracy and for the democracy the two Germanies had to respect each other, reconciliate, exchange, and cooperate mutually. That should change East Germany and East Europe. Here he saw the chance and future of new Europe, new Germany, and the unification of Germany. It was the logic of his Ostpolitik. Kim Dae-jung developed the vision of the east asian community and eurasian community. He was of belief that the vision, will, and the real process of this kind of regional community could promote the improvement of the north and south korean relations. At the same time he regarded the improvement of the north and south korean relations as the basic condition for the realization of regional community. Under democracy and for the democracy the two Germanies had to respect each other, reconciliate, exchange, and cooperate mutually. That should change North Korea. Here he saw the chance and future of Korea of unification. It was the logic of his Sunshine Policy.
