자장율사가 창건한 정암사는 신라의 외곽지역에 위치했음에도 불구하고, 문수신앙의 중심지 역할을 수행하면서 국가차원에서 각별한 관심의 대상이었다. 수마노탑은 건립 이후 수차례 중수 기록이 조사되었다. 이 과정에서 원형이 훼손됐을 가능성이 제기되어 왔다. 하지만 모전석탑 양식을 충실히 계승하고 있으며, 조선말까지 국가차원에서 지속적으로 수리와 유지를 위한 노력이 있었음이 확인된다. 탑지석을 통해 강원, 경상, 충청 등 전국에 걸쳐 활동하던 승려출신 화사들이 중수에 적극적으로 참여했고, 수마노탑 중수에 소요된 경비, 공사기간, 동원인력과 이들의 업무와 전문기술 등 조탑과 관련된 다양한 정보를 제공함으로써 한국 불탑 제작기술 연구에 각별한 의미를 지닌다. 수마노탑은 화강석을 이용해 축조한 기단, 향로석으로 사용된 배례석 상면의 연판조각, 옥개석 층급의 처리 등을 고려하면 10세기 중엽~말 사이에 건립됐을 것으로 추정된다. 따라서 현재의 수마노탑은 고려 건국 초 현재의 모습에 가깝게 건립되었고, 구조적 취약점으로 인해 고려와 조선시대를 거치면서 여러 차례 수리가 이루어졌던 것으로 추정된다. 정암사 수마노탑은 모전이라는 특수성과 함께 비록 조선시대 집중되지만 다수의 수리기록을 확인할 수 있는 희귀한 석탑에 속한다. 따라서 고려 초 모전석탑양식을 토대로 조선시대 까지 강원지역에서 각별한 관심 속에 수마노탑을 유지하려고 노력했으며, 고려시대 모전석탑 양식이 비교적 원형을 잃지 않고 계승된 중요성을 갖는다. 강원도는 고려시대 양계가 설치됐던 지역으로 불교신앙 뿐 아니라 군사적으로 중요한 지역이었다. 조선시대 까지 수리와 국가차원의 지원이 멈추지 않은 것은 수마노탑 이외 정암사가 차지하는 종교, 문화, 군사적 중요성이 중요했던 것으로 생각된다.

Sumano Pagoda, expenses necessary for repair, construction period, it will tell the technology and information to create a stone pagoda, such as mobilizing human resources operations and expertise.
