글로벌민주주의 시대에 있어 중요한 가치는 민주주의, 인권, 평화 등이다. 90년이후 동구와 발칸지역에서도 민주주의와 시장자본주의제도화를 위한 노력을 지속하고 있다. 그의 결실은 동구발칸지역국가들이 EU나 NATO 등에 가입하면서 서국국가와의 협력과 교류확대였다. 동구와 발칸지역국가들이 글로벌민주주의를 위한 해야 할 과제는 국내외적으로 산적해있다. 자국의 발전, 지역의 발전, 국제기구에서의 발전 그리고 세계평화를 위한 노력 등이 그것이다. 특히 헝가리와 루마니아는 오랜 동안 이웃국가로써 갈등과 협력이 반복되고 있다. 헝가리는 NATO와 EU 모두에 가입국이 되었지만 루마니아는 NATO에는 가입했으나 EU에는 아직 가입하지 못하고 있다. 헝가리와 루마니아와의 긴밀한 협력과 교류는 물론이고 국제기구나 지역에서 동시에 협력관계를 돈독히 한다면 양국가의 민주주의와 경제발전이 더욱 가속될 것으로 보인다. 양국의 협력에 대한 구체적인 실천은 여러 가지 통계로 나타날 것이다. 그리고 서구선진국가들과의 협력이 중요하지만 동구와 발칸지역의 국가들과의 협력이 반드시 병행하는 것이 지역과 국제사회에서의 평화를 위하여 바람직하다. 국제사회에서 글로벌민주주의가 대세라면 결국 동구와 발칸지역에서의 평화와 민주주의발전을 위해서는 헝가리와 루마니아는 외교, 군사, 경제적 측면에서의 협력을 더욱 강화해야한다. 특히 UN, NATO와 EU 등의 국제기구에서 글로벌민주주의정신의 확산에 함께 협력적으로 동참해야한다.
Democracy, human rights, and peace are critical values in the era of global democracy. Globalization makes a nation's problems are no longer its own. Regional community is good means to solve international, and regional and even domestic difficulties. Hungary and Romaia are the leading countries in the Eastern Europe & Balkan Region. The Eastern Europe & Balkan Region States try a regional community. Unfortunately, recent conflicts that arose in the Eastern Europe & Balkan Region show that regional community is not easy to build.In this paper, I first investigate the relationship between these two countries and global democracy, and then suggest how to establish global democracy through the Eastern Europe & Balkan Region identity.Hungary and Romania must now analyze the weaknesses of the Eastern Europe & Balkan Region from the perspective of global democracy and work together to complement these weaknesses. Two nations must strive to improve their global rankings and indexes while minimizing the conflicts and disputes with one another. A more extensive regional cooperation effort is needed.To make global democracy a reality in the Eastern Europe & Balkan Region, Hungary and Romania must form the Eastern Europe & Balkan Region at the level of the EU and NATO. When such communities run well, it will be evidence of global democracy in the Eastern Europe & Balkan Region. When the two countries form a reciprocal and mutual alliance to raise one voice in regional and global conflicts, the international community will positively recognize the Eastern Europe & Balkan Region identity as the spirit of global democracy.
