This is a study on the new multilateral approach in China's foreign policy, which has emerged as an important tendency since its participation in ARF in 1994. After reviewing the theoretical significance and practical implications of multilateralism in international relations, the study examines the historical context, strategic motivations and recent trends of China's multilateralism, and evaluates the possibilities and limitations of China's multilateral foreign policy. While China had long been skeptical about multilateralism, the recent strategic transition of China toward multilateralism has been conditioned by the necessity of a peaceful international environment for sustained economic development, on one hand, and the imperative to compete with the United States and Japan in the Asia-Pacific region, on the other. Although China has made significant progresses toward economic multilateralism, there still remain serious obstacles in China's commitment to political multilateralism because of its preoccupation with a gradualist approach in security issues. Nevertheless, the study asserts that China's multilateral approach is likely to be more invigorated, as its international behavior is more rationalized.
