International donors have worked closely with Vietnamese mass organizations in delivering public services, poverty alleviation, and environmental improvement. In the Vietnamese situation, mass organizations are a dominant force in civil society. The Vietnamese sociopolitical context could allow this force to be a dynamic watchdog and any ignorance about this force could lead to misunderstanding the nature of civil society in Vietnam. This is a practical base for international donors to reconsider their beneficiaries and aid strategies. The recommendation resulting from this practical base is that international donors concentrate on supporting mass organizations for generating sustainable change from inside the political system. International donors should take mass organizations as a focus and improve their capacity so that they can fulfill their functions effectively in the future.
국제원조기관들은 베트남의 대중조직들과 함께 공공서비스 제공, 빈곤해소, 그리고 환경개선사업 등을 추진하는 일에 가깝게 협력해왔다. 베트남 상황에서 대중조직은 시민사회의 지배적인 역할을 하는 기관들이다. 베트남의 사회정치적인 맥락을 살펴보면 대중조직이 역동적인 감시기관으로서의 역할을 하고 있음을 알 수 있으며, 이러한 힘에 대한 무시는 베트남에서의 시민사회의 성격을 오해시킬 수 있으므로 주의할 필요가 있다. 다시 말해서 베트남의 시민사회는 민주국가의 시민사회와 그 성격이 다르므로 대중조직에 대한 깊은 이해를 바탕으로 원조전략을 모색할 필요가 있다. 국제원조기관들은 이러한 점을 잘 이해하면서 수혜자를 고려한 원조전략을 짜야 한다. 이러한 논점은 국제원조기관들이 베트남의 정치체제 내부로부터 지속적인 변화를 생성하기 위해서는 대중조직을 지원하는 일에 집중하면 현실적으로 효과가 있을 것임을 의미한다. 국제원조기관들은 베트남의 대중조직을 중요시할 필요가 있으며, 이들 조직의 역량을 개선하는 노력에 초점을 맞출 필요가 있다. 그러면 미래에 그들의 역할과 기능을 효과적으로 발휘하는데 크게 기여할 것이다.
