정치권력을 장악한 집단 또는 개인에 의해 자행된 생명권, 인권유린 행위에 대한 과거청산이 한창이다. 한국사회는 식민지배, 전쟁 전후 민간인 학살, 군부정권의 독재 등 인종 학살을 제외한 다층적 과거청산의 과제를 안고 있다. 한국사회의 과거청산은 협약적 민주화 이행이라는 정치 구조적 조건 아래 과감한 인적 청산 및 처벌을 감행하기 어려운 환경에 처해 있다. 한국 사회에서 권위주의적 세력 및 제도는 여전히 과거청산 작업의 한계로 작용하고 있다. 이 글은 이러한 상황에서 과거청산의 올바른 평가의 잣대는 무엇인가, 한국 사회에서 진행 중인 과거청산은 어떻게 평가될 수 있는가에 주목했다. 보상중심의 봉합으로 일관하는 한국 사회의 현 과거청산 작업은 미래 지향적 규범형성 지향으로 재평가 되어야 함을 강조하였다. 이를 위해, 하버마스의 민주법치국가 기획의 논의를 차용하여 과거청산의 보편타당한 필요성을 생활세계의 민주적 재구축 기획으로 위치시켰다. 이 과정에서 생활세계의 소극적, 방어적 차원에서 머물고 있는 하버마스의 논의와 달리 시민사회의 기본권을 중심으로 형성되어 온 민주화 이행의 특성상 공세적, 적극적 차원의 재구성 기획이 필요함을 제시하였다. 과거청산 작업은 방향을 생활세계의 민주적 재구축 기획으로 위치시켜 미래적 가치를 추구하는 실천적 과정에서 작으나마 보탬이 되기를 바란다.

A lot of people who advocated and fought for democracy against the illegal-government were killed and arrested in the process. Historical rectification is a revolution for democratic consolidation by correcting the past wrong political or social structure. In order to reconstruct democratic order in the life-world and civil society, this essay depends on Habermas's discursive democratic theory. However, the presuppose of dichotomy between system and life-world has a fundamental shortcomings. To a successful the project of historical rectification, I argue that life-world should be reconstruct democratically.
