이 글은 최근 진행되고 있는 자활정책 변동의 배경으로 한국형 제3의 길의 후퇴와 신자유주의의 강화에 주목하고, 지역자활센터에 의한 자활공동체 사업의 실행 단위인 도시 스케일이 어떠한 리스케일링 과정을 겪고 있는지 분석한다. 이를 위해 한국에서 자활정책에 대한 기존 논의를 검토하고 이론적 배경으로 신자유주의와 스케일의 개념을 고찰한다. 또한 신자유주의와 차별화되는 공동체 초점의 자활 담론으로‘한국형 제3의 길’에 대해 정리한 다음, 자활공동체의 위상을 점검해 본다. 이와 함께자활정책의 리스케일링 사례로서, 개별 취업의 강조라는 몸 스케일로의 재편과 광역및 중앙자활센터 증설 등 지역, 전국 스케일로의 확장에 대해 다룬다.
This paper analyzes changes in self-support communities on the urban scale with regard to the retreat of 'Korean-style third way' and the strengthening of neo-liberalism. It examines researches on self-sufficiency policy in Korea as well as the concepts of neo-liberalism and scale, defines Korean style third way as an alternative discourse differentiated from neo-liberalism, and summarizes the characteristics of 'self-support community' in South Korea. Moreover, this paper deals with the dual rescaling processes from the urban scaled self-support community project both th the body scale focused on the individual job searching and to the regional scale by establishing the regional and national self-sufficiency support centers.
