The Russian Policy during the foundation of the Great Han Empire The Great Han Empire regarded Russia's lease of Port Arthur(旅順) as a territorial division causing the empire to act cautiously in their policy towards Russia. Emperor Kojong(高宗) was especially concerned that Russia would take advantage of the Boxer Rebellion in China as an opportunity to expand its influence in Korea, fearing in particular that Russia would conclude a secret treaty with China. The Russian Ministers to the Great Han Empire suggested to Kojong that Russia should share the defense load with Japan in Korea, which the ruling class regarded as a virtual division of the empire. As a result, the Great Han Empire increased military buildup and a policy of neutrality to actively safeguard their sovereignty. The Russian ministers to the empire concentrated on their lease of the Masan port(馬山浦) which the Korean government believed would be a way of checking the aggression of Japan. However, the stationing of Russian troops in Manchuria led Korea to reapproach their policies towards Russia. Kojong, extremely careful not to allow increased Japanese influence over the Korean army waged military diplomacy through its ties to Russia. However, Kojong also realized that Russia posed a threat to the sovereignty of the empire, so although Russia was approached in terms of state neutrality, in addition to a way of defending against Japan's advance, Kojong simultaneously enacted a dual policy of caution towards Russia.
