정보통신기술 혁명은 대의 민주주의에 어떤 영향을 미치고 있는가? 인터넷과 스마트폰, 소셜 미디어(social media)로 대표되는 정보화 혁명이 대표성과 응답성 그리고 책임성의 원칙적 근간들이 흔들리는 대의 민주주의에 기술적 해결책을 던져주고 있는지 아니면 오히려 위기를 심화시키고 있는지는 흥미로운 학술적 이슈이자 민주주의의 미래에 대한 중요한 현실적 함의를 내포하고 있다. 따라서 본 논문은 정보통신기술의 발전이 시민들의 정치적 삶을 어떻게 변화시키고 있는지에 대해 “세계가치조사(World Values Survey)” 자료를 이용해 국가 간 비교연구를 수행한다. 본 논문의 분석은 정보화 혁명이라는 기술적 충격이 시민들의 정치적 영역의 삶에 영향을 미치는 과정은 단선적인 것이 아니라, 시민들의 사회적 관계에 대한 변화를 유도하고 이러한 사회적 삶의 변화가 정치적 관심을 증가시키는 데 공헌해야만 투표와 같은 정치참여 행위로까지 연결되며, 이런 일련의 인과적 경로는 또한 정치참여의 유형에 따라 다르다는 점을 보여준다. 따라서 대의 민주주의 위기의 한 축인 시민들의 정치참여 저하를 해결하기 위해서는, 정보통신기술이 시민들의 사회적 관계망을 확대시켜 사회적 자본으로 기능하게 하기 위한 제도적 뒷받침과 시민들이 온라인에서 어떤 정치적 이슈든 자유로이 토론할 수 있는 민주적 권리를 보장해야 한다는 함의를 내포하고 있다.
How does the Information and Communication Technology (ICT) revolution affect representative democracy in crisis? It is not only academically interesting but also relevant to the future of democracy whether the ICT revolution marked by the widespread use of the Internet, smartphone, and social media can provide a technical solution to the declining representativeness, responsiveness, and accountability of democratic systems. By using the World Values Survey, this article conducts a cross-national analysis of how the development of ICT affects political life of ordinary citizens. It shows that the effects of ICT on political participation are not unilinear but realized through its contribution to the change of social networks and the increase in citizens’political interests. It implies that democratic participation can be improved if ICT helps to expand social networks and improve social capital in a given society, which requires an institutional environment and political rights allowing free discussions on any political issues online.
