본 연구의 목적은 새롭게 등장한 북한 김정은 체제의 경제정책을 ‘개혁․개방’의 관점에서 검토하고 향후 북한 경제의 변화상을 전망하는 것이다. 논문은 김정은 체제를 후계체제로 정의하고, 후계체제의 특성상 자율성 보다는 위업의 계승성이 본질적 특성을 이룬다고 보았다. 김정은 체제는 한반도의 냉전구도가 해체되지 않는 한 북한 체제의 구조적 환경제약으로 인해 대외협력, 체제유지, 경제발전의 삼결합(三結合)을 도모하고, 이들 요소 간 상승효과를 유발하는 정책을 구사해야 하는 선대체제와 같은 운명이다. 따라서 김정은 체제는 김정일 체제가 물려준 세 가지 경제적 유산에 기초하여 경제를 운용할 것으로 진단하였다. 첫째, 북중(北中)간 경제협력 강화와 개방화. 둘째, 국내경제발전전략의 단계적 실현과 외자유치. 셋째, 시장개혁의 지체와 이중적 경제운용이 그것이다. 이를 한마디로 정의하자면 ‘거점개방과 반개혁의 이중주’라 할 수 있다. 향후 거점개방과 반개혁의 이중주를 연주하는 북한 경제는 선순환적 경제발전을 꾀하기보다 왜곡과 부패 앞에 더 많이 노출될 것이며, 중국 쪽으로 열려있는 개방특구를 향한 경제쏠림현상이 더욱 강화될 것으로 전망된다.
The purpose of this research is to review new economic policy of North Korea under Kim Jung Eun from perspective of reformation and openness and prospects future change of North Korean economy. This thesis defined Kim Jung Eun system as a successor system and because of the characteristics of successor system, we saw that its essential characteristic is consist of achievement of succession rather than liberalization. Unless cold war structure in the Korean peninsula is demolished, Kim Jung Eun system is in the same destiny with previous system which needs to seek for three combination of international cooperation, maintaining the system and economic development and implement policy that can incur synergy effects of these three elements. Therefore it was diagnosed that Kim Jung Eun system will manage economy based on three economic legacies of Kim Jung Il system. First, strengthening of economic cooperation between China and North Korea and liberation. Second, phase in of National Economic Development Strategy an inflow of foreign capital. Third, the delay of market reformation and double economic management. If they are defined in one line, it could be "Opening of base and duet of counter-reformation". Future opening of base and North Korean economy that playing duet of counter-reformation will be more exposed to distortion and corruption rather than seek for virtuous cyclic economical development and enhance economic leaning phenomenon which is open to specific open place of China.
