김정은은 김정일 전 국방위원장의 사망 이후 다양한 공식적인 정치활동을 통해 당, 국가기구, 군의 전반에 부분에서 최고의 자리에 오르면서 김정일의 권력을 자연스럽게 승계하였다. 정치·군사 정책면에서 공식적인 최고지도자로서 제도적 기반을 확고히 하기 위한 당의 핵심 정책은 당 정치국의 부활과 비서국의축소, 그리고 총정치국의 기능과 역할을 상대적으로 강화이다. 경제 정책면에서는 경제·핵무력 병진 노선 선언하고 6·28 방침 및 경제관련 법규 정비를 통한북한식 개혁움직임을 활발히 진행시키고 있다. 사회 정책에서는 인민정치와 검열·단속의 강화를 통해 보호와 속박의 연결을 시도하고 있다. 대외 및 대남 정책에서는 포괄적 세계 전략을 바탕으로 한 북미·북중 관계 설정하고 주변국과의 정책 조화를 통해 권력승계의 안정성과 체제의 유지·발전이라는 실용적이고전략적 목표를 정책의 방향성으로 설정하고 있다. 이런 사항들을 고려해 봤을 때, 권력승계기 당 정책의 본질은 김정은이 핵심엘리트들과 경쟁하고 자신의 독재를 정당화하면서 동시에 정책들이 장기적, 전략적 관점에서 체제의 유지와 발전을 도모할 수 있게끔 합리적으로 수립되었다는 것을 증명하는 것이었다.
This paper is to examine and prospect North Korean Workers’ Party’s Policy under Kim Jong-un Era. The revival of the political bureau of the Korean Workers’ Party’ political role and the army’s seize of power through the political bureau of the Korean People’s Army play a key role in stabilizing the North Korean regime and unifying the party and army politically and ideologically. The Korean Workers’ Party’s Unique line of Economic Construction and Nuclear Weapon is in fact to improve the power of the nuclear armament. 6·28 economic reform means the coexistence of capitalistic market system and centrally planned economy system and market will play a pivotal role in the allocation of resources in North Korea. Recently, the Korean Workers’ Party tries to devote all political energy to create and cultivate the dear leader image of Kim Jong-un in order to make North Korean people to feel a sense of closeness with their great leader. However, in the middle of that, the Korean Workers’ Party has strengthened the censorship. When it comes to North Korean policy toward neighboring countries in East Asia, comprehensive diplomatic strategy is not just to improve the 138 북한학연구 제9권 제1호US-North Korea relations but to improve diplomatic relations among all the countries that would help maximize North Korea’s diplomatic interests at the same time. On top of that, it should be note that a major premise of two Korea’s responding to accepting and offering for Inter-Korean dialogue means that two Koreas eventually start to admit each other’s political legitimacy and authority.
