본 연구의 목적은 국회담장허물기사업의 경제적 타당성을 분석하여 국회가 제공하는 서비스가 이용자들의 생활에 기여하는 정도를 파악함과 함께 사업의 비용과 사회적 편익을 산출하는데 있다. 국회담장허물기사업의 경제적 가치를 측정하는 방법으로는 지불가능금액(WTP)에 의한 조건부가치측정법(CVM)을 적용하였다. 연구결과는 다음과 같다. 국회담장허물기사업의 사회적 비용은 국회 담장의 철거비용과 담장철거에 따른 조경비용, 담장철거를 위한 경호경비 증가비용, 담장개방이후 유지관리비용과 같이 직접비용과 간접비용을 구분하여 산정하였으며, 직접비용은 1,690,000,000원, 그리고 간접비용을 포함하면 4,651,325,105원으로 추정되었다. 또한 국회담장허물기사업의 사회적 편익은 국회 방문객 및 이용객들의 접근성을 보장하여 국회의 이용 행태 및 만족도에 긍정적인 영향을 주고, 인접해 있는 한강시민공원 등과의 상호 연계성을 강화하며, 녹지공간을 확보함으로써 자연생태공원을 조성할 뿐만 아니라 일상적 이용 성격에 있어서 근린공원 분위기를 조성하여 오픈스페이스의 연결성을 부여한다는 측면에서 편익을 산출하였다. 우선 국회담장허물기사업에 찬성 집단의 지불의사금액 2,279원으로 나타났고, 국회담장허물기사업에 반대 집단의 지불의사금액은 664원으로 산출되었다. 이러한 분석의 결과로 볼 때, 사회적 편익에 비해 사회적 비용이 상대적으로 크게 추정되어 경제적 타당성이 없는 것으로 나타났다.
The purpose of this study is to measure the economic value of the National Assembly's fence opening project. that maintains amenity of the people and to calculate the social costs and social benefits of fence opening project. To measure the economic value of the National Assembly's fence opening project, contingent valuation method(CVM) using willingness to pay(WTP) was applied. The WTP in fence opening model is significant at 95% confidence level. The results of this study are summed up as follows. Social costs of National Assembly's fence opening project is calculated to direct costs and indirect costs, as an example of these cost, there are demolition costs and the Congress a fence, increased security cost, fence landscaping costs, and fencing, maintenance costs, The direct cost is calculated ￦ 1,690,000,000 and total costs, including indirect costs were estimated ￦ 4,651,325,105. In the case of social benefits were calculated by the following considerations: ① Visitors and guests of the National Assembly accessibility; ② Customer Behavior and Satisfaction of the National Assembly; ③ Tying interaction with the Han River Citizen's Park; ④ Green space by creating Ecological Park; ⑤ Create an atmosphere of neighborhood parks. The WTP in Fence opening group were showed ￦ 2,279 per month and the WTP of opposed to the fence group were calculated ￦ 664 per month. From the results of this analysis, the National Assembly's fence opening project is estimated that there was no economic value because social benefits are relatively larger than social cost.
