본 연구에서는, 기존 학계의 전통적인 비영리연구에서 잘 나타나지 않는 풀뿌리 비영리단체의 선거정치참여의 내용을 분석하였다. 특히, 어떤 유형(who)의 단체가 무슨 목적(for what)으로 어떠한(how) 선거정치활동을 수행하는가를 밝히고자 하였다. 한국 사회가 점차 정부(government)가 아닌 거버넌스(governance)에 의해 통치되고 있고 이러한 정부유형이 바람직하다는 주장은 이제 더 이상 새롭지 않다. '정부 재창조 운동(Reinventing government movement)'에서도 나타나듯이 이제 정부는 정책만 결정하고 비정부기구가 서비스를 제공하는 추세가 당연하게 받아들여지고 있다. 그리고 이러한 새로운 국가거버넌스 논의의 중심에는 항상 비영리조직(nonprofit organizations 또는 NGOs)이 있다. 그러나 거버넌스적 정부가 실제 기대된 대로 운영되고 있지 않은 것 같다. 시민참여에 의한 정부운영이 반드시 공공의 이익(common goods)을 위한 것만은 아닌 것으로 나타났다. 공공의 이익과 조직의 이기적인 이익(self-centered goods) 사이의 어느 점에서 이익의 균형이 이루어지고 있음이 분명하다. 거버넌스적 제도로서 비영리조직이 의미가 있는 것은 전국단위의 정치화된 비영리조직 못지않게 일반주민들의 생활과 밀착된 풀뿌리수준에서의 비영리조직(grassroots 또는 community-based organizations) 때문일 것이다. 기초자치단체 수준에서, 심지어 마을단위에서 역할을 하는 비영리조직의 활동이야말로 한국형 거버넌스 토착화의 토대가 될 것이다. 기존 학계에서도 이러한 풀뿌리 비영리조직과 풀뿌리 시민운동의 중요성을 인식하여 다양한 사례중심의 연구를 행해왔다. 그리고 시민운동 차원에서도 풀뿌리 시민운동과 풀뿌리 비영리조직의 활성화를 위해 성공사례공모 등 육성사업을 실시하기도 하였다. 하지만 개별적인 성공사례로 풀뿌리 비영리조직의 전체 실상을 가늠할 수는 없다. 실제 풀뿌리 수준의 비영리조직은 전국적인 단위에서 활동하는 비영리조직에 비해 조직정당성(organizational legitimacy)도 약하고 조직의 활동도 미미한 경우가 많다. 하지만 이러한 조직들은 기초자치단체 수준에서 특정한 활동영역(niche)을 확보하고 자치단체로부터 보조금 등을 지원받으며 조직을 유지하고 있다. 본 연구는 바로 이러한 풀뿌리 비영리조직이 자체 재원이 매우 약하고 특별한 활동성과도 없는 상태에서 어떻게 활동영역을 확보하고 정부보조금을 받아 조직을 유지해나가는가에 대하여 연구하였다. 특히, 비영리조직이 전통적인 ‘사회봉사’나 ‘공동체 형성’에 더하여 ‘선거정치(electoral politics)참여’라는 또 다른 성격을 가지고 있음을 규명하고자 하였다.

Nonprofit organizations at the grassroots-level are significantly weak in terms of activities, organizational size and financial adequacy. However, many studies indicate that nonprofits at the grassroots are foundations on which the voluntary sector would develop. This argument seems to contradict to some extant the reality of nonprofits which are working on the municipal level. It is hard to say that these nonprofits are governance partners with government organizations because they lack organizational skills and technical efficacy. Then, how or why these nonprofits exist on the municipal level? This paper seeks to provide a part of answer to this puzzle. Nonprofits on the municipal level usually are understood for community-building and social/human service provision. But this is not the whole story of grassroots nonprofits. They often involve in electoral politics. This is important for their financial adequacy. This paper is investigating how electoral politics is working among nonprofits, electoral officials and citizens.
